f n <br /> San Joaquin Valley <br /> Air Pollution Control District <br /> April 19, 2000 'lo,�fi��/ <br /> Kai Luoma u <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Ave <br /> f <br /> Stockton, CA 95205 <br /> SUBJECT: QX-96-1 (REVISION) QUARRY EXCAVATION <br /> Dear Mr. Luoma: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> In addition to comments made on the original application (10-6-96) there are a number <br /> of mitigation measures, which could be incorporated in the design, and development of <br /> this project to help reduce the project's overall level of emissions. These measures are <br /> recommended, but are not required by the District. (Note: some of the mitigation <br /> measures may already exist as County development standards. All other measures <br /> should be implemented to the fullest extent possible.) This list should not be considered <br /> all-inclusive. The District encourages innovation in measures to reduce air quality <br /> impacts. <br /> E <br />!r 1. Ensure all internal combustion engine driven equipment is properly tuned to <br /> manufacturer's specifications. <br /> I <br /> 2. Limit on-site idle time of heavy equipment to 10 minutes. <br /> 3. Encourage employees to rideshare or carpool to the job site to reduce the <br /> amount of vehicle traffic to and from the project area. <br /> i <br /> 4. When available, natural gas powered or electric equipment shal be utilized in lieu <br /> of gasoline and diesel powered engines. <br /> 5. The areas distrubed by clearing, earth moving, or excavation activities should be <br /> minimized at all times. All inactive portions of the site should be seeded and <br /> watered until vegetation has sufficiently grown to cover bare earth. <br /> I <br /> i <br />
