Upon review of both the Final EIR <br /> and the Staff Report prepared on this project, OMNI-MEANS, on <br /> behalf of Granite Construction, has the following concerns to <br /> avoid significant traffic impacts in the Vernalis Area. <br /> 1. Truck Traffic Restrictions - Truck Loads. As expressed <br /> in the Traffic and Circulation Element of the DEIR and reiterated <br /> in their response to comments, DSS, based on their own needs, has <br /> set a maximum number of loads of material at 1.50 truck loads per <br /> day for the life of the Use Permit . Since the EIR analysis is <br /> based on the maximum 150 truck loads per day for the life of the <br /> Permit, the Use Permit, at a minimum, should also specify such <br /> limitation (s) , including the restriction noted in the DSS <br /> Response to Comments (DPW-2) that the Koster Road Quarry would <br /> only serve DSS engineering contractors (prohibiting any retail <br /> sales) . These limitations should also be incorporated into the <br /> Conditions of Approval, which they currently do not . <br /> 1 <br /> 2 , Truck Traffic Restrictions - Hours of Operation. As i <br /> expressed in the Traffic and Circulation Element of the DEIR and <br /> reiterated in the response to comments, the hours of operation <br /> have been stated to be between 7 : 00 a.m. and 3 :30 p.m. Since the <br /> EIR analysis is based on these proposed hours of operation for <br /> the life of the Permit, and specifically excluded any PM peak <br /> hour analysis, the Use Permit should also specify such hours of <br /> operation and should be incorporated into the Conditions of r <br /> Approval, as compared to condition ##g at page 16 of the Staff <br /> Report which states 5 : 00 a.m. to 9 : 00 p.m. <br /> i <br /> 3 . Truck Traffic Restrictions - Traffic Impacts .
