San Joaquin County Planning Commission
September 4, 1997
Page 2
traffic impacts of the proposed DSS project . This approach is
standard and normally acceptable . With however, the high traffic
volumes on State Route 132 and the particularly slow acceleration
of large gravel trucks, both loaded and unloaded, a detailed
analysis, often required by Caltrans, is appropriate. Using a
traffic operational simulation program, OMNI-MEANS determined
that not only under projected conditions, but also under existing
conditions, significant unmitigated traffic impacts will result
at at-grade intersection of State Route 132 at either Bird Road
or Koster Road, depending on the alternative selected.
Therefore, the proposed concept of reduced hours will not
mitigate the significant traffic impacts in either the existing
or projected cumulative traffic as determined by Caltrans .
The above referenced traffic operational analysis has been
reviewed by both Caltrans and the Department of Public Works of
San Joaquin County and is also available for review upon request .
4 . Support Caltrans August 1, 1997 Letter. The Caltrans
letter of August 1, 1997 outlines two acceptable traffic
mitigation measures to reduce traffic impacts on State Route 132 .
They include either building an interchange at Bird
Road/Interstate 5 or at Bird Road/State Route 132 . With the Bird
Road/State Route 132 interchange alternative, Caltrans has also
required the widening of State Route 132 to 4 lanes and
modification to the State Route 132/Interstate 5 interchange.
With these additional improvements to the placement of an
interchange at Bird Road/State Route 132, financially, this
interchange concept becomes more expensive than the Bird
Road/Interstate 5 interchange concept location. Your support of
the Caltrans mitigation measures will yield the safest and most
efficient circulation system to serve the mining operators of the
Vernalis area.
I
Thank you for your consideration and support of these
comments . As appropriate, we respectfully request the above to
be incorporated into the Conditions of Approval for the DSS }
project .
Sincerely,
A
MEANS, Ltd.
ee s Tanners
I
Martin Ltd
Principal
