CHARTER WAY) <br /> STOCKTON, CA 95201 <br /> TDD 209-948-7773 <br /> 209-948-7906 <br /> October 9, 1996 <br /> File 10-SJ-1-5 PM 2.457 <br /> Sart Joaquin County <br /> M Application No. #QX-96-1 <br /> t <br /> Mr. Tom Gau <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Mr. Gau: <br /> Thank you for the opportunity to review and comment on the quant' excavation application <br /> #QX-96-1 located on the west side of Koster Road, 2100 feet south of Blewett Road, southeast of Tracy. <br /> Transportation Planning has circulated this application through its normal Interdepartmental review <br /> process and we offer the following comments: <br /> Traffic impacts resulting from this and other proposed approved zdeveiopments in this area will <br /> likely be evident on SK 132 and 1-5. In order to adequately determine the impacts, a Traffic Study is <br /> needed to address capacity and safety issues at all potential access locations to the State Highway <br /> System. This study should address existing plus project and cumulative conditions. <br /> - The traffic analysis needs to show current and projected daily traffic and am and pm peak <br /> hour conditions, directional split, peak hour turning movements and impacts of large trucks on the <br /> structural and operational aspects of 1-5, 1-580 and SR 132. Again,this information is also needed for <br /> cumulative conditions. <br /> - A discussion which recommends mitigation measures for significant impacts and a reference to <br /> funding responsibility for any improvements made necessary by the project traffic and Its share of <br /> cumulative traffic improvement requirements. The mitigation's established for this project should be <br /> integrated with the mitigation and financial mechanisms established by the County of San Joaquin. <br /> 4 <br /> - Due to an earlier study for the proposed Granite quarry on Gaffery Road it was determined that <br /> the existing road and bridge system were not adequate to handle high volumes of truck traffic. The <br /> study identified a new 1-5 interchange south of Blewett with new county roads connections. From our <br /> inital review of this proposal, we believe that the moest efective mitigation for the truck traffic created <br /> by this project would be to gain highway access from this proposed new interchange. We believe <br /> that this option needs to be fully investigated as part of the planning and environmental <br /> documentation for this project, including potential shared financial responsibilities in order for the <br /> interchange to be constructed. <br /> - If access along Koster Road to SR 132 is considered we believe that a new bridge over SR 132 <br /> wip be required (consistent with the Freeway Agreement)with a right tum lane onto the frontage <br /> road, easterly to Highway 33 interchange providing freeway <br /> access. <br /> I <br /> J <br />
