QX-96-1 <br /> OF JOAN BARNES EXECUTOR AND SUCCESSOR OF TRUST <br /> (C/O JOHN MANCUSO) APN: 2.65-09.0-4-5 AND 6 <br /> 36869, 37037 AND 37437 SOUTH ACOSTA ROAD, TRACY <br /> ------------------------------------------------------------------ <br /> PROJECT DESCRIPTION <br /> The above referenced Quarry Excavation Permit application is for <br /> a 141-acre site consisting of three parcels, located 1/2 mile <br /> south of Blewett Road, on the west side of Koster Road, The <br /> processing facility will cover approximately 11-acres. The 130- <br /> acre balance of the site will be excavated to a depth of <br /> approximately 1.25 feet. The application requests 56 years to <br /> excavate 29 , 750, 000 tons in four phases. It is planned to <br /> excavate 400, 000 tons per year the first seven (7) years and <br /> 550, 000 tons per year during the remaining 49 years. The <br /> application, reclamation plan and plans submitted with the <br /> j application have been reviewed and the following issues have been <br /> identified. <br /> TRAFFIC <br /> !, The application does not state the amount of traffic associated <br /> with the proposed use or the routes that will be used to export <br /> product from the site. At a minimum impacts to Koster Road, the <br /> bridge crossing the Delta Mendota Canal, and the intersections of <br /> Koster Road with Blewett Road and Koster Road with State Route <br /> 132 will need to be analyzed, as well as any other roads used, <br /> that are identified through the application process. Granite <br /> f Construction has an approved interchange plan that should be <br /> i considered as an access alternative. As a point of information, <br /> Teicherts approved Quarry Excavation Permit prohibits project <br /> traffic on Blewett Road, east of their site. <br /> r <br />
