w <br /> fi <br /> Development Committee -2- <br /> GEOTECHNICAL <br /> The proposal is to excavate to an elevation of 85 feet. <br /> Preliminary information indicates that the water table is <br /> approximately at an elevation of 75 feet. At the conclusion of ; <br /> the excavation, five (5) feet of top soil will be added to the <br /> pit floor to bring it up to a finished elevation of approximately <br /> 90. From the contours submitted on Sheet 4 of 5 of the plans the <br /> property slopes down in a north easterly direction. The depth of <br /> the excavation will be approximately 125 feet. Because of the <br /> depth of the cut, the proximity to the Delta Mendota Canal and <br /> the California Aqueduct will need to be addressed. <br /> From the typical section shown on Sheet 5 of 5, Section CC <br /> indicates that the working slopes will be excavated to a slope <br /> 3/4-1. Final slopes will then be backfilled against this working <br /> slope to create a final slope of 1 1/2-1 with 20 foot benches. <br /> To construct a fill slope against a cut slope is a difficult <br /> process and will need to be substantiated with soil testing, w <br /> slope stability analysis, and special inspections. <br /> ENVIRONMENTAL REVIEW <br /> The Initial Study identified several potentially significant <br /> impacts that this project may have upon the environment. In <br /> summary, these impacts include the following: geotechnical and <br /> slope stability, biological resources, air quality, noise, <br /> traffic, culture resources, visual cumulative impacts, and site <br /> reclamation. Enclosed is the Initial Study, which incudes a more <br /> detailed description of each of the potentially significant <br /> impacts noted. Based upon this, staff has concluded that it will <br /> be necessary to have an Environmental Impact Report (EIR) <br /> prepared for this project. <br /> In order to proceed with the preparation of the EIR on your <br /> Quarry Excavation application, an initial fee of $2 , 375. 00 is <br /> required in order to prepare the Notice of Preparation (NOP) . <br /> This amount is then credited toward the price of the ETR total. <br /> You will also be responsible for the costs of preparing and <br /> administering the EIR. If you wish to have a particular <br /> consulting firm included on the Request for Proposal distribution <br /> list, please have them submit their qualifications material to <br /> the Planning Division as soon as possible. <br /> Once the consultant is selected by the County, you will be <br /> required to submit a second fee to cover the cost of the EIR <br /> preparation, as well as a 25. 5 percent administrative fee. Once <br /> that is accomplished, the County will enter into an EIR Agreement <br /> with the consultant, and preparation of the EIR will begin. <br />
