The excavation plan shall be prepared by a Registered Civil <br /> Engineer and include the following: <br /> a. Detail of access road (first 100 <br /> feet from Koster Road shall ' <br /> be paved) . <br /> b. Haul route. <br /> k <br /> C. Stockpile area for top soil . <br /> d. Any stockpile or excavation shall be 25 feet clear of <br /> Koster Road right-of-way. <br /> I 2 . Loads on Koster Road shall be restricted to legal loads only. <br /> (Streets and Highway Title Section 10-2350) <br /> 3 . A video tape of road conditions on Koster Road, along Haul route, <br /> + is required prior to the start of excavation.
