Q0T-10-36 THU 09:00 2723 FAX N0. 209 8652 P. 02/05 San Joaquin Valley Unified Air Pollution Control District October 9, 1996 Tom Gau San Joaquin County Community Development Department Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: QUARRY EXCAVATION (QX-96-1) TO REMOVE APPROXIMATELY 29,750,000 TONS OF AGGREGATE OVER 56 YEARS Dear Mr. Gau: The San Joaquin Valley Unified Air.Pollution Control District has reviewed the ' proposed project and was unable to determine from the information provided whether the project would have a significant impact on the ambient air quality. Based on this project's large size and the anticipated increase in truck traffic, it appears likely that this operation would exceed the District's interim threshold for significant impact for oxides of nitrogen (NOx) and possibly other pollutants. The District recommends that an air 1 quality impact analysis be required to more accurately.quantify all sources of emissions from the project and to identify feasible mitigation meast res to reduce impacts. For the purposes of this analysis, emissions generated by direct sources (plant operation) and 3 indirect sources (project related traffic) can be reported i:eparately. The District will take into consideration the source of emissions and any mitigating factors when determining the significance of emissions generated by chis facility. The District is available to provide emission factors and other information needed to prepare a complete impact analysis. Projects of this type can generate emission from the movement of soil, use of construction equipment, bulk materials handling, asphalt paving and other related activities. This project is subject to District Regulation Vill (Fugitive, Dust Prohibitions). The purpose of Regulation Vill is to reduce the amount of finau particulate matter (PM-10) entrained into the ambient air from man-made sources.
