,''?g a <br /> ` <br /> »° N, �'.x.<X <br /> This Draft Environmental Impact Report (DEIR) has' been prepared pursuant to the <br /> California Environmental Quality Act (CEQA) of 1970, as amended. San.Joaquin County <br /> is the "lead agency" for the project evaluated in this DEIR and, as such, has the primary <br /> responsibility for approving the project. The proposed project is the Koster Road Quarry <br /> Excavation Permit application submitted to the County by DSS Engineering Contractors <br /> (the project "proponent") on September 3, 1996. The project site is located on the west <br /> side of Koster Road, south of Tracy, in the unincorporated area of southern San Joaquin <br />' p County. If approved as proposed, the project would' P ! d result in the excavation of 29,750,O00 <br /> tons of sand and gravel over a 56-year period. Excavation would occur to a depth of 125 <br /> feet on 130 acres of a 142-acre site; the remaining area would be used for the proposed <br /> aggregate processing facilities. The pit would be reclaimed to a depth of 120 feet. <br /> After review of the project proponent's permit application, the County's Environmental <br /> Review Officer determined that preparation of an EIR was appropriate in light of potentially <br /> significant adverse impacts associated with the approval and operation of the proposed <br /> project. Potentially significant environmental impacts of the project that were identified in <br /> the Notice of Preparation (NOP) included: <br /> Geology and Soils Noise <br /> Air Quality Cultural Resources <br /> Biological Resources Cumulative Impacts <br /> Traffic Aesthetics <br /> 14 <br /> Since preparation of the NOP, Land Use/Agriculture was identified as an additional <br /> .' potentially significant issue that required analysis; Aesthetics was determined not to be a <br /> significant issue based on the mitigation measures that the proponent will implement (see <br /> "Aesthetics" discussion in Section 3.2) and the visual presence of existing and approved <br /> mining operations in the surrounding area. <br /> ♦ 7 <br /> 1.1 BACKGROUND AND NATURE OF PROJECT ' <br /> The project site is within an area containing significant aggregate deposits and other quarry <br /> excavations in the southwest portion of the San Joaquin County, south of the City of Tracy <br /> and northeast of the intersection of Interstates 5 and 580. The site is bounded by Koster <br /> Road on the east and is approximately one-half mile south of the intersection of Blewett <br /> Road and Koster'Road. The project site is east of, and adjacent to, an existing quarry <br /> .r permit operated by Teichert Aggregates. Plans for other quarries to the south and east of <br /> the project site are either in the development stage or have existing permits. <br /> #. Draft Environmental Impact Report 1-1 ER-96-3 <br />
