The San Joaquin County Development Title §9-1415.3(a) defines permitted accessory <br /> uses under any Quarry Excavation Permit approved Under its provision by the following: <br /> Quarry excavations may include the.use of equipment, structures, and facilities <br /> necessary or convenient for the extraction, processing, storage, and transport of <br /> materials, including, but not limited to: <br /> (1) Separation plants; <br /> (2) Rock crushers; <br /> (3) Concrete batching plants; <br /> (4) Asphalt batching plants. <br /> According proposed cordin to the Reclamation Plan for Koster Road Quarry included in the permit <br /> application, the quarry would be used to supply the construction aggregate needs of DSS <br /> Engineering Contractors and local customers. Most of the raw material would be <br /> excavated and hauled during the summer and fall .months using a single shift, or a double <br /> shift on rare occasions. Each phase would be mined and the previous phase reclaimed <br /> in a continuous operation. An aggregate processing plant would operate on a single shift <br /> basis for about 200 days per year. In times of very high demand, the processing plant may <br /> operate a second shift. An asphalt concrete plant located on the project site would operate <br /> approximately 150 days per year on a single shift basis. On special occasions, night <br /> paving may be required by Caltrans or other local agencies, during which the processing <br /> plant would operate during "off hours." <br /> 1.2 PURPOSE AND SCOPE OF EIR <br /> As provided for in the State CEQA Guidelines, public agencies are charged with the duty <br /> of avoiding or minimizing environmental damage where feasible. In fulfilling this duty, a <br /> public agency has an obligation to balance a variety of public objectives, including <br /> economic, environmental, and social (Section 15021, State CEQA Guidelines). <br /> This EIR is an informational document, the purpose of which is to inform public agency <br /> decision-makers and the general public of the significant environmental effects of the <br /> proposed project. Additionally, the EIR identifies possible means to minimize the <br /> significant effects and describes reasonable alternatives to the project. (The proposed <br /> project and alternatives have been subjected to equivalent levels of analysis, and an <br /> environmentally superior alternative has been designated, as required by CEQA, and is <br /> described in Chapter 5.) f <br /> The purpose of this DEIR is to: 1) identify the potential significant effects on the J� <br /> environment resulting from the implementation of the quarry excavation and to indicate the <br /> manner in which those significant effects can be mitigated or avoided wherever feasible; <br /> and 2) to identify any unavoidable adverse impacts that cannot be mitigated. As required <br /> 4 <br /> by CEQA, the County must consider the information in this EIR and previous environmental <br /> Draft Environmental Impact Report 1-2 ER-96-3 <br />
