'I„n< Impact 4.5-1 - A-4- A-1,A-2& Mitigation Measure 4.5-1a(A-1,A-2&A-3) A-4 A-1,A-2 Plant Construction Emissions(PM,,, A-3 _ &A-3 ROG,NOK) The proponent shall implement the following measures during construction and operational activities in accordance with the SJVUAPCD Regulation V111 and Fugitive Dust Control Practices(SJVUAPCD, February 1995): i a) All excavated and graded material,active areas of excavation,and traffic areas shall be sufficiently watered to prevent an excessive amount of dust being generated j b) All clearing,grading,earth moving,and excavation activities shall cease during periods of high winds(greater than 20 mph averaged over one hour). N c) All material transported off the site shall either be sufficiently watered or securely covered to prevent an excessive amount of dust being generated. d) Weed control shall be maintained by mowing instead of discing, whenever possible. e) All inactive portions of the site shall be seeded and watered until vegetation is established r or shall be treated with dust-retarding lignins or aggregate material not readily eroded by the wind. f) On-site vehicle speeds shall be limited to 15 MPH. g) The excavator shall use either water or petroleum-based palliatives as a dust control measure. The use of petroleum-based palliatives shall meet the road oil requirements of ' the San Joaquin Valley Unified Air Pollution Control District's Rule 409.5:"Cutback Asphalt Paving Materials.” h) The portions of Bird Road and Blewett Road adjacent to the excavation area and the entrances to the processing plant shall be swept whenever there is visible dirt in order to remove silt that may have accumulated from construction or excavating activities. i) Gravel strips or wheel washers shall be installed where vehicles enter and exit unpaved roads onto paved roads.
