f <br /> f <br /> INITIAL STUDY FOR QX-96-1 (Cont. ) <br /> 1.b. , c. <br /> y a. <br /> The applicant is proposing to excavate approximately 125 feet below <br /> grade to an elevation of 85 feet above sea level. According to the <br /> application materials, the groundwater table shown on the drill log <br /> of a well drilled on the west side of the property in 1991 showed <br /> the water table at elevation 75 feet. , Excavation will extend to <br /> elevation. 85 feet, which is 10 feet above groundwater. No <br /> excavation will be done below the water table. The project has <br /> been designed so that all runoff from disturbed surfaces will <br /> remain within the pit. <br /> c. <br /> The applicant is proposing to excavate 130 acres of the 142-acre <br /> site. The excavation includes one pit to be excavated to a depth <br /> 125 feet below grade and reclaimed to a depth of 120 feet below <br /> grade. Approximately 42 acres will be composed of pit walls, with <br /> 88 acres remaining in the pit bottom proposed to be reclaimed to <br /> row crops. There are two types of soil identified on the site: <br /> Zacharias clay loam, Class 'I irrigated; and Zacharias gravelly clay <br /> loam, Class II irrigated. Both soils are classified as being <br /> prime. The applicant is proposing working slopes of . 75:1 and <br /> final slopes of 1.5: 1, with 20-foot benches every 40 feet on the <br /> .. pit slopes. Given the depth of the pit and angle of the pit walls, <br /> it is questionable whether or not it will be feasible or possible <br /> to reclaim the pit floor to an agricultural use such as row crops, <br /> which' is what is proposed. It is also questionable whether theit <br /> walls will be stable at the proposed 1_.5:1 slopes. p <br /> 3.a. , b. <br /> The site is within the Buffer Area of the San Joaquin Kit Fox <br /> Habitat Conservation Plan (HCP) . Since the apricot orchards have <br /> been removed, the site may also provide foraging habitat for <br /> Swainson's hawks nesting nearby. <br /> 4.a. x <br /> The Draft EIR prepared for the nearby Vernalis Interchange project <br /> identified short-term construction related air quality impacts as <br /> being significant and unavoidable. Excavation of this site will <br /> add incrementally ,to adverse air quality impacts.
