f f INITIAL STUDY FOR QX-96-1 (Cont. ) 1.b. , c. y a. The applicant is proposing to excavate approximately 125 feet below grade to an elevation of 85 feet above sea level. According to the application materials, the groundwater table shown on the drill log of a well drilled on the west side of the property in 1991 showed the water table at elevation 75 feet. , Excavation will extend to elevation. 85 feet, which is 10 feet above groundwater. No excavation will be done below the water table. The project has been designed so that all runoff from disturbed surfaces will remain within the pit. c. The applicant is proposing to excavate 130 acres of the 142-acre site. The excavation includes one pit to be excavated to a depth 125 feet below grade and reclaimed to a depth of 120 feet below grade. Approximately 42 acres will be composed of pit walls, with 88 acres remaining in the pit bottom proposed to be reclaimed to row crops. There are two types of soil identified on the site: Zacharias clay loam, Class 'I irrigated; and Zacharias gravelly clay loam, Class II irrigated. Both soils are classified as being prime. The applicant is proposing working slopes of . 75:1 and final slopes of 1.5: 1, with 20-foot benches every 40 feet on the .. pit slopes. Given the depth of the pit and angle of the pit walls, it is questionable whether or not it will be feasible or possible to reclaim the pit floor to an agricultural use such as row crops, which' is what is proposed. It is also questionable whether theit walls will be stable at the proposed 1_.5:1 slopes. p 3.a. , b. The site is within the Buffer Area of the San Joaquin Kit Fox Habitat Conservation Plan (HCP) . Since the apricot orchards have been removed, the site may also provide foraging habitat for Swainson's hawks nesting nearby. 4.a. x The Draft EIR prepared for the nearby Vernalis Interchange project identified short-term construction related air quality impacts as being significant and unavoidable. Excavation of this site will add incrementally ,to adverse air quality impacts. I 5.b. Noise from excavation, processing, and hauling may adversely impact area residents.
