It is the Bureau's policy to deny request for additional or new <br /> drainage water into our water courses inasmuch as we cannot control water <br /> quality. Should the water courses- become contaminated from an unknown source, <br /> the Federal government would be liable for not only clean-up costs, but the <br /> costs of defending against any lawsuits that might be filed. The legal and <br /> environmental issues were carefully reviewed some years past, and the policy was <br /> implemented after the risks were determined to be unacceptable. The Bureau will <br /> accept only the drainage water which historically drains into our facility. <br /> 1 ll. If the proposed project will be utilizing water'made available to the <br /> E Hospital Water District (District) from the United States, Bureau of <br /> Reclamation's Central Valley Project, a Federal agency will be involved with the <br /> carrying out of the proposed project. Therefore, the project must be in full <br /> compliance with requirements of the National Environmental Protection Act, the <br /> Endangered Species Act and National Historical Preservation Act to be eligible <br /> for water services from the District. <br /> Finally, Reclamation would like to reiterate how deeply concerned we are that <br /> the proposed project has the potential to seriously jeopardize the intergity of <br /> the Delta-Mendota Canal, therefore we do not recommend approval of this project <br /> s <br /> as proposed. <br /> If you have any questions, please contact Sharon Peetz of my staff at (209) <br /> 836-6238. <br /> Sincerely, <br /> i Walter D.
