Where applicable, a copy of the $pill Prevention and Countermeasure
' Plan (SPCC) and/or Business Plan must be forwarded to Reclamation's Tracy
.-3ffice.
1 7. For protection of the Canal, Reclamation recommends the on-site pro-
-cessing of the sand and gravel, as outlined in paragraph 3 of -the project
description, be located a'minimum of 500 feet !rom Che-Canal.
®
S. Reclamation recommends a structural analysis of Gaffer Bridge be
conducted to determine if the bridge has the capacity to handle the-300 loaded
trucks per day transporting products of the project. Now much stress will the
increased volume, ►+eight, and vibrations place on the bridge super and
substructure?
9. Reclamation recormnends a minimum 180-Foot setback of. the proposed
t/ project from our right-of-way boundary. •'
1 O 10. It is the Bureau's policy to deny request for additional or new
drainage water into our water courses inasmuch as we cannot control water
quality. Should the water courses- become contaminated from an unknown source,
the Federal government would be liable for not only clean-up costs, but the
costs of defending against any lawsuits that might be filed. The legal and
environmental issues were carefully reviewed some years past, and the policy was
implemented after the risks were determined to be unacceptable. The Bureau will
accept only the drainage water which historically drains into our facility.
1 ll. If the proposed project will be utilizing water'made available to the
E Hospital Water District (District) from the United States, Bureau of
Reclamation's Central Valley Project, a Federal agency will be involved with the
carrying out of the proposed project. Therefore, the project must be in full
compliance with requirements of the National Environmental Protection Act, the
Endangered Species Act and National Historical Preservation Act to be eligible
for water services from the District.
Finally, Reclamation would like to reiterate how deeply concerned we are that
the proposed project has the potential to seriously jeopardize the intergity of
the Delta-Mendota Canal, therefore we do not recommend approval of this project
s
as proposed.
If you have any questions, please contact Sharon Peetz of my staff at (209)
836-6238.
Sincerely,
i Walter D.
