Reclamation feels that the <br /> integrity- of our facility may be at risk and the potential for failure of the <br /> i Canal exist if the proposed project is approved as proposed. Reclamation has <br /> the following concerns, recommendations and or requirements: <br /> 1. Reclamation will require a geotechnical report, signed by a registered <br /> engineer, be submitted to Reclamation for review and approval. The report must <br /> address the potential for Canal embankment failure. <br /> 2. Reclamation will require a dynamics analysis be done due to the slope <br /> conditions which could result in a failure/rupture during an earthquake. <br /> 3. Reclamation recommends no excavation below elevation 190 feet, as <br /> O established from mean sea level datum, because of the potential for failure of <br /> the Canal. . <br /> 4. The Environmental Impact Report must address what measures Granite <br /> [ �# ) Construction company will take in order to prevent the failure of the Canal <br /> banks and, most importantly, if a rupture occurs due to excavation, what actions <br /> will be taken to solve the problem. Reclamation will not be responsible or <br /> share in any liability for losses suffered by Granite or anyone else due to a <br /> failure of the Canal as a result of the proposed project. Additionally, <br /> Reclamation will seek recourse and compensation for any and all damages incurred <br /> should a failurc of our facility occur due to the project. <br /> 5. During the seven phases of excavation, the integrity of the water <br /> quality within the Cana- shall not be compromised. <br /> Granite Construction <br /> may have an e must <br /> provide provisions for dust control and any pollutants <br /> fect <br /> on canal water quality. <br /> 444:0928925E11:js <br />
