03/21/2001 18:07 WE qD 4 12094663163 N0.178 907 <br /> Air Quality/Emissions <br /> The facility is located within the northern region of the San Joaquin Valley Air Basin <br /> under the jurisdiction of the San Joaquin Valley Unified Air Pollution Control District. <br /> The basin is in non-attainment status for ozone and PMto• An application for an <br /> Authority to Construct is due to be filed with the Air District at the same general time this <br /> permit application is filed. Indications are that the application will be processed on an <br /> expedited basis. <br /> Noise <br /> The generating unit will comply with the applicable San Joaquin County Noise <br /> Ordinance.Noise control will be accomplished by the fact that a)the ge=ator enclosure <br /> will be eaaensively sound insulated, b) the exhaust system on the equipment is highly <br /> engineered to minimize noise emissions, and c) additional noise control can be readily <br /> installed in the event the project generates noise that either is viewed as being excessive <br /> by neighbors or exceeds the County noise ordinance. It is anticipated that the noise <br /> generated by the facility will meet the ordinance at the site's fence-line, and sincc it is <br /> feasible to attenuate noise from generating units of this type, if necessary,no detrimental <br /> environmental impact from noise is expected. <br /> Visual Impact <br /> The facility has been pre-engineered as a semi-mobile peaking plant. As such, the <br /> facility will consist mostly of painted-metal structures and buildings, and will look <br /> similar in nature to a typical PG&E substation. The facility will be located <br /> approximately'/.mile from Lammers Road,just across the rail-road from the Owens- <br /> Brockway glass plant, and is unlikely to be noticed by typical passers-by. <br /> Social Considerations <br /> Transportation <br /> The facility will be unmanned, and remotely started and operated. It is expected there <br /> will be less than two visits to the site per week by a service truck sized vehicle during the <br /> months of June through October. Deliveries to the site will typically be made by a plant <br /> operator or services provider. In many years,it is expected the plant will not be <br /> operational during the months of November through May, and during that period,will <br /> likely be visited only occasionally by a WPLLC representative.
