LARCH ROAD, TRACY, CA <br /> ISSUED ON AUGUST 30, 2004 <br /> Dear Pastor Roland: <br /> With reference to City's conditional will serve letter of August 30, 2004, this letter is to provide <br /> you with an update on the status of the "will serve" letter and related sewer project. <br /> Unfortunately, there are conditions with regard to construction of the sewer line that will <br /> adversely impact the City's ability to serve your property. <br /> The proposed sewer line to be constructed in the Larch Clover area was to be partly funded <br /> from the Assessment District and partly from the Sate Revolving Fund (SRF) and Community <br /> Block Development Grant fund. The application for SRF was submitted to the State in <br /> September 2004. Our consultant, Harris & Associates, has been coordinating with the State to <br /> acquire the needed funding. The City has been informed by the State that, at this time, no <br /> funds are available through the SRF program and they do not know when funds will be <br /> available. With the lack of funding from the State, the proposed sewer project for the Larch <br /> Clover area cannot be constructed unless another source of funding can be found. <br /> Depending upon the timing of the availability of State or alternate funds, the overall cost of the <br /> project may increase substantially due to increase in construction cost; thus, resulting in larger <br /> funding shortfall. The status of the project will be reviewed and updated at that time with the <br /> available fund. It appears probable that the sewer line will not be constructed this year. <br /> The City cannot provide service to your property until such time as the sewer line is constructed. <br /> The City is also advising San Joaquin County in this regard.
