b. APPROVED USE: This approval is for the construction of an 8,000 square foot mosque for the purposes of religious assembly. (Use Type: Religious Services— Neighborhood, 249 maximum seats) c. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. d. SETBACKS: All structures shall conform to the following setback requirements: 1) All structures shall be set back a minimum of twenty (20) feet from the front property line; five (5) feet from the side property lines; and twenty (20) feet from the rear property line. e. PARKING: Off-street parking shall be provided and comply with the following: 1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth of asphalt concrete or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties.(Development Title Section 9-1015.5) 2) A minimum of 82 parking spaces shall be provided, including 4 accessible spaces. (Development Title Section 9-1015.3) 3) One bicycle parking rack or storage device is required for every 20 parking spaces. (Development Title Section 9-1015.7) f. LIGHTING: Lighting shall be provided and comply with the following: 1) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) 2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][41) g. LANDSCAPING: Landscaping shall be provided and comply with the following: 1) A minimum ten-(10)foot wide landscaped strip, respecting the ultimate right- of-way width of Larch Road, shall be installed across the frontage of the project site. 2) All areas not used for buildings, parking, driveways, walkways, or other permanent facilities shall be landscaped. 3) Areas of the property which are not part of the project shall be barricaded from traffic and kept mowed and dust free.
