Dear Mr. Rubianes: The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed annexation. Based on the information provided, it appears that this project will have a less-than-significant impact on the ambient air quality. However, facilities of this nature can generate emissions during the construction and operational phases of this project. Therefore, the applicant should be aware that this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from man-made sources. The attached Synopsis highlights many of the requirements contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid in the field and office alike. In addition, given the Valley's nonattainment status for ozone, every effort should be made to reduce ozone precursor emissions (ROG, reactive organic gases, and NOx, oxides of nitrogen). Certain design features incorporated into this project would encourage the use of alternative modes of transportation to and from this site and thereby result in a reduction of ozone precursor emissions. if feasible, the District recommends that the following measures be incorporated into the project design: • Sidewalks and pedestrian walkways should be installed throughout as much of the project area as possible and should be connected to neighboring residential areas. • Design ingress and egress to allow for the most effective traffic flow to minimize vehicle idling. • Provide safe bike paths and secure bicycle parking to encourage nonmotorized forms of transportation to and from the facility.
