PA-0300116 OF PEOPLE OF CHRIST MISSIONARY BAPTIST CHURCH (C/O AERIE, INC.) The applicant has submitted the above referenced Site Approval Application for a 180- seat church facility to be constructed in two phases. Phase I is to consist of a 2,400 square foot church building and a 1,700 square foot commercial coach to be used as a classroom. Phase II consists of a 2,400 square foot addition to the church building. The parcel is located on the north side of Larch Road, 1,800 feet east of Corral Hollow Road, Tracy. The Community Development Department has reviewed the proposed Site Approval and offers the following comments: PUBLIC WATER SYSTEM The Environmental Health Department has indicated that a public water system is required for this project. The Public Works Department has indicated that a will-serve letter is required from the City of Tracy. The City of Tracy states in a letter dated April 14, 2003 (attached) that the City will only provide water for existing uses. In order to approve a Site Approval, specific findings must be made in the affirmative (Section 9- 818.6). One of the required findings, Finding no. 2, addresses the provision of services and is as follows: Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary facilities have been provided, and the proposed improvements are properly related to existing and proposed roadways. This finding cannot be made because the City of Tracy will not provide water service for this use. As a result, the Site Approval cannot be approved.
