PA-0300116 OF <br /> PEOPLE OF CHRIST MISSIONARY BAPTIST CHURCH <br /> (C/O AERIE, INC.) <br /> The applicant has submitted the above referenced Site Approval Application for a 180- <br /> seat church facility to be constructed in two phases. Phase I is to consist of a 2,400 <br /> square foot church building and a 1,700 square foot commercial coach to be used as a <br /> classroom. Phase II consists of a 2,400 square foot addition to the church building. <br /> The parcel is located on the north side of Larch Road, 1,800 feet east of Corral Hollow <br /> Road, Tracy. <br /> The Community Development Department has reviewed the proposed Site Approval and <br /> offers the following comments: <br /> PUBLIC WATER SYSTEM <br /> The Environmental Health Department has indicated that a public water system is <br /> required for this project. The Public Works Department has indicated that a will-serve <br /> letter is required from the City of Tracy. The City of Tracy states in a letter dated April <br /> 14, 2003 (attached) that the City will only provide water for existing uses. In order to <br /> approve a Site Approval, specific findings must be made in the affirmative (Section 9- <br /> 818.6). One of the required findings, Finding no. 2, addresses the provision of services <br /> and is as follows: <br /> Adequate utilities, roadway improvements, sanitation, water supply, drainage, and <br /> other necessary facilities have been provided, and the proposed improvements are <br /> properly related to existing and proposed roadways. <br /> This finding cannot be made because the City of Tracy will not provide water <br /> service for this use. As a result, the Site Approval cannot be approved. <br />
