City Council Minutes 14 April 19, 2005 <br /> sewer line is oversized and can handle future development, although the issue is <br /> treatment capacity at the plant. <br /> Mayor Pro Tem Ives asked for clarification regarding the fact that the City would <br /> not respond to property owners who wished to annex on a parcel by parcel basis. <br /> Mr. Reeds indicated that generally the property owners who voted to form the <br /> assessment district were on the eastern and western ends of the Larch Clover <br /> area. Rather than do eight annexations north of the mall it would make more <br /> sense to combine the parcels into one annexation. The City will determine the <br /> level of interest and map it. Mr. Reeds indicated the most likely scenario would <br /> be three annexations, one on the eastern side, one on the western side and one <br /> south of 1-205. Many of the parcels are narrow and deep and need to be <br /> assembled for a reasonable development pattern to occur. <br /> Council Member Talbert inquired how the City would handle a request from a <br /> single parcel in the middle of other parcels after the initial flurry of annexations <br /> had occurred. Mr. Reeds responded if the parcel had contiguity there would be <br /> no problem. Mayor Bilbrey added that LAFCO would not allow an "island"to <br /> develop. <br /> Council Member Sundberg asked what would keep the annexation from being <br /> denied the next time it went to LAFCO. Mayor Bilbrey indicated the City is not <br /> initiating this annexation. It has to be done by the property owners who wish to <br /> be annexed, those on the easterly and westerly ends, and along the Corral <br /> Hollow corridor. It will be initiated by the property owners who support <br /> annexation. If it makes logical sense then it will proceed to LAFCO; if it does not <br /> then it would not go to LAFCO. <br /> Barbara Shreve, resident of Larch Road, stated she represented the landowners <br /> of four parcels on West Larch Road, and three parcels just south of Larch Road <br /> on Naglee Road who wanted to be annexed into the City as commercial property <br /> to be developed by one or more developers at their cost and with their cost of the <br /> infrastructure that will meet their needs. Ms. Shreve presented a petition to <br /> annex to the Council. <br /> Tim Shreve, 12284 Larch Road, commented his property was in the City's <br /> sphere, and requested to be annexed into the City limits. <br /> Tim Case, 10906 Larch Road, (east side of Larch/Clover area) expressed his <br /> desire to be annexed into the City not only for the sewer, but also for police and <br /> fire protection. <br /> Mayor Bilbrey indicated he sensed that those present would support a self- <br /> initiated process to annex. <br /> Byron Alvarez, 2311 S. Tracy Boulevard, (property owner next to Mr. Case), <br /> indicated he intended to build an office complex in the area and was in favor of <br /> annexation. <br /> Mayor Pro Tem Ives stated he agreed with staff in considering projects as they <br /> are brought forward in a group, such as the one proposed, but inquired how the <br />
