Council Member Tolbert was concerned <br /> with the piecemeal process of annexation and designing criteria not only for the <br /> sizeable parcels that seem poised for annexation, but for individual parcels as <br /> well. Council Member Tolbert also had concerns with how the infrastructure <br /> would come together and the social inequity that could occur. Council Member <br /> Tolbert concluded by siding with the rights of individual property owners who she <br /> felt have their rights impinged upon by government in so many different ways and <br /> for so many different reasons. <br /> Mayor Bilbrey commented on the Berg Road annexation where the City is now <br /> providing sewer over time and indicated this area could possibly develop in the <br /> same fashion if people were given a chance. Council Member Sundberg was <br /> concerned with the rights of the property owners, and the cost of the <br /> infrastructure due to the limited funds available. Council Member Tucker felt <br /> more information was needed and asked if staff would bring back guidelines to <br /> Council. Mr. Reeds confirmed they would and clarified that the City would go <br /> forward, look at what is out there and suggest ways to proceed. An advantage to <br /> doing several small annexations is if there is less than 12 inhabitants who are <br /> registered voters the property owners deals with it not the residents. <br /> Mayor Bilbrey directed staff to enter into discussions with the property owners to <br /> inform them that this is a property owner initiated annexation process and to <br /> determine what would need to be done with regard to the three areas which had <br /> requested annexation. Regarding the issues related to supplying water to the <br /> two places of worship, if the County would allow a temporary septic system the <br /> City could work on providing water on a case by case basis, and not amend any <br /> agreement with the County that is currently in place. Council Member Tolbert <br /> asked if the City was restricting providing water to the two places of worship and <br /> no one else. City Attorney Corbett suggested with Council direction staff could <br /> develop some criteria for all the vacant parcels. Council Member Tolbert agreed. <br /> 12. COUNCIL ITEMS <br /> A. Appoint one applicant to the Planning Commission -The vacancy on the <br /> Planning Commission due to the resignation of Clyde Bland was advertised and <br /> the recruitment closed on March 30, 2005. On April 11 and 12, 2005, a Council <br /> subcommittee consisting of Mayor Bilbrey and Council Member Sundberg <br /> interviewed the applicants. Mayor Bilbrey stated the choice was difficult since <br /> there were a number of well-qualified applicants. It was moved by Council <br /> Member Sundberg and seconded by Mayor Bilbrey to appoint Stephen Hartje to <br /> the Planning Commission to serve the remainder of Clyde Bland's term which will <br /> end on March 31, 2006. Voice vote found all in favor; passed and so ordered. <br /> B. Appoint one applicant to the Community Cultural Arts Commission —The <br /> vacancy on the Community Cultural Arts Commission due to the resignation of <br /> Judith Casteel was advertised and the recruitment closed on March 21, 2005. <br /> On April 6, 2005, a Council subcommittee consisting of Mayor Bilbrey and <br /> Council Member Sundberg interviewed the applicants. It was moved by Council <br /> Member Sundberg and seconded by Mayor Bilbrey to appoint Jack Elliott to <br />
