FThis
RODUCTION
issues my findings regarding the Nitrate Loading Study, Soil Suitability Study and
Disposal Operational and Design Parameters for the proposed People of Christ
Missionary Baptist Church in Tracy, California. These studies were required by the San Joaquin
County Environmental Health Department (EHD) and comply with the San Joaquin County
Development Title, specifically Section 9-1105.2(d). Pastor A.W. Roland is the Pastor of the
People of Christ Church, and has provided the preliminary information to complete these studies.
The Site Plan and associated civil engineering information have been produced by Shack and
Company of Tracy, California. The architectural portion of the project has been produced by the
architectural firm of Lee-Jagoe of Stockton, California.
Within the text of this Report, Bolded Section (§)numbers are referenced at the beginning of an
applicable Paragraph or Paragraphs, or Appendices that correspond with the EHD Requirements
Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability
Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable
for the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to
othersectionsof the Checklists.
NLS§ 2.3. a proposed Church is to be located in what is referred to as the Larch-Clover area of
Tra S' ce the City of Tracy sewer has not expanded to this area, the new Church must operate
with an on-site decentralized wastewater management system. Domestic water is proposed to be
supplied by the City of Tracy from a 12-inch water main in the centerline of Larch Road. Pursuant
to the request of EHD, the describing water services to supply the Church by the City of
Tracy can be found ' ppendix E. domestic well is located on APN 212-180-19, which is
adjacent to the west p perty line o APN 212-180-27 (Life Estate Parcel). This well served these
Parcels before the City o rovided water.
SSS§ 1.2. The project site is within the city limits of Tracy, approximately 2,500 ft east of the
inters n of Larch Road and Conal Hollow Road. Currently, the Church property is vac as
illustrated by the aerial EHD Parcel Viewer Maps. The total Parcel area for the Church ' "2.0
acres. However, the People of Christ Church has an agreement with Mr. and Mrs. Whi , who
own the 0.68 acre adjacent parcel to the southwest,APN 212-180-27. This Parcel is also
illustrated on the S.C.J. District Viewer Map. It is my understanding a Life Estate has been created
so that the People of Christ Church will inherit this Parcel upon the deaths of Mr. and Mrs..
Whighams. This Parcel contains a single family residential (SFR) structure, a detached garage,
two sheds, and a septic system. Domestic water for this residence is served by the City of Tracy
water main.
The purpose of these Studies was to collect the following information to fulfill the requirements
of EHD. Wastewater system operational and design parameters are also presented within this
report to facilitate the transfer of information to EHD:
• To analyze the capacity of the indigenous soils in the proposed disposal area to accept the
anticipated wastewater flows, 2.)Assess the characteristics of the soil to mitigate nitrate impact,
1
Chesney Consulting
