k. All new construction and substantial improvements to existing structures in areas of special flood hazard shall be anchored to prevent flotation, collapse, or lateral movement of the structure resulting from hydrodynamic and hydrostatic loads, including the effects of buoyancy. All mobile homes shall meet the anchoring standards of Section 9-1605.10. I. Unless otherwise specified, construction within areas of special flood hazards shall comply with the following standards for materials and methods: (1) All new construction and substantial improvements shall be constructed with materials and utility equipment resistant to flood damage. V (2) All new construction and substantial improvements shall be constructed using methods and practices°that minimize flood damage. c�hnstruction and substantial-improvements-shall--be=constr-ueted-with-electric-al;heating;-- ventilation, plumbing, and air conditioning equipment and other service facilities that are designed'and/or located so as to prevent water from entering or accumulating within the components during conditions of flooding. m. Unless otherwise specified, the following standards of construction relative to elevation and flood proofing shall'be complied with in areas subject to flooding. All new construction and substantial improvements of any structure in areas of special flood hazard shall have the lowest floor, including basement, elevated to at least one foot above the 100-year flood elevation. Upon completion of the structure, th*Ievation of the lowest flood, including the basement, shall be certified by a registered civil engineeror licensed land surveyor. Such certification shall be provided to the Floodplain Administrato�T (Development Title Section 9-1601.11[a]]b]) n. All new and replacement water supply and sanitary sewage systems shall be designed to minimize or eliminate infiltration of flood waters into the system and discharge from systems.into flood waters. (Development Title Section 9-1605.13[a]) o. Waste disposal systems shall be located to avoid impairment to them or contamination from them during flooding. (Development Title Section 9-1605.13[b]) INFORMATIONAL NOTES: (1) This property is subject to the requirements of the San Joaquin County Mosquito and Vector Control District(209-9824675)and the California Health and Safety Code for the prevention of mosquitoes. (2) All future building permits for projects located within a Special Flood Hazard Area at the time of permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, Chapter 9-1605)and all requirements of the State of California(CCR Title 23)that are in force at the time of permit issuance. A soil suitabilitylnitrate loading study incorporating proposed staff and customer use shall be submitted to. ,Fnvironmental Health indicating that the area is suitable for septic system usage. The studies must be approved by Environmental Health prior to issuance of building permits (Development Title Section 9-1105.2[d]).
