Analysis <br /> Background <br /> On February 4, 2010, the applicant submitted a Use Permit application that stated that domestic water <br /> would be provided by the City of Tracy. The Department of Public Works, in a memo dated March 9, 2010, <br /> required the applicant to provide a will-serve letter for water. The City of Tracy would not issue a will-serve <br /> letter. Therefore, the applicant revised the site plan to indicate that water will be provided by an on-site well. <br /> The Department of Public Works submitted a new memo, dated May 18, 2010, that removed the <br /> requirement for a will-serve letter. <br /> Social Care Fatuities <br /> There are special regulations pertaining to social care facilities in San Joaquin County to preserve the <br /> quality of care provided to people using the facilities. Development Title Section 9-1030.3 requires a <br /> fenced, outdoor recreation area, access to public services, routine maintenance, and a location that is <br /> more that 1,000 feet:from an industrial site. <br /> The applicant has submitted a revised site plan that indicates the location of the outdoor recreation area. <br /> The site is located ri`ore than 1,000 feet from any industrial use. The applicant has developed and will <br /> implement a public service access plan providing or arranging for transportation, as necessary, for group <br /> care residents. Recommended conditions of approval ensure that the applicant will provide adequate <br /> exterior maintenance to the facility and surrounding yard and setback areas, including a plan <br /> demonstrating provisions for regular yard and landscape irrigation and maintenance and other items of <br /> routine maintenance.,-. <br /> t, <br /> f <br /> San Joaquin County".
