i. Obtain coverage under the General Permit for Discharges of Storm Water Associated With <br /> ConstructioR,Activity(Construction General Permit 99-08-DWQ). The applicant shall file a Notice of <br /> i Intent with the State Water Resources Control Board (SWRCB)to state the intent to comply with the <br /> State's"Gen.era(Permit for Storm Water Discharges Associated With Construction-Activity." The <br /> Waste Discharge Identification Number(WDID) issued by SWRCB shall be submitted to Public <br /> Works for file The applicant shall submit a Storm Water Pollution Prevention Plan_{SWPPP)to <br /> Public Work$,:for review. A SWPPP preparation guide is available at Public Works, A copy of the <br /> SWPPP sha)[be maintained on the construction site and presented to any County. State, or Federal <br /> employee on demand. The SWPPP on the site shall include all required records, updates, test <br /> results, and inspections. <br /> 1 . <br /> j. Prior to approving an application for a permit to develop within a special flood hazard area, the <br /> Floodplain Administrator shall be provided with technical data to determine that the following is true: <br /> 1�? <br /> (1) In flood ftinge areas, the cumulative effect of the proposed development, when"combined with all <br /> other existing and anticipated development, will not increase the water surface elevation on the <br /> 100-year;;flood more than one foot at any given point. (Development Title Section 9-1605,6[a]) <br /> k. All new constructiori'and substantial improvements to existing structures in areas of special flood <br /> hazard shallbe anchored torevent flotation collapse, or <br /> p p lateral movement of the structure resulting <br /> from hydrodypamic and hydrostatic loads, including the effects of buoyancy. All mobile homes shall <br /> meet the anchoring standards of Section 9-1605.10. <br /> I. Unless otherwise specified, construction within areas of special flood hazards shall-comply with the <br /> following standards for materials and methods: <br /> (1) All new construction and substantial improvements shall be constructed with materials and utility <br /> equipment resistant to flood damage. <br /> (2) All new Construction and substantial improvements shall be constructed using.methods and l <br /> practicet,'that minimize flood damage. <br /> (3) Al( new construction and substantial improvements shall be constructed with electrical, heating, <br /> ventilation, plumbing, and air conditioning equipment and other service facilities that are <br /> designed;andlorlocated so as to prevent water from entering or accumulating-within the <br /> components during conditions of flooding. <br /> Il <br /> m. Unless otheryvise specified, the following standards of construction relative to elevation and flood <br /> proofing shalhbe complied with in areas subject to flooding. All new construction and substantial <br /> improvements of any structure in areas of special flood hazard shall have the lowest floor, including <br /> basement, elevated to at least one foot above the 100-year flood elevation. Upon completion of the <br /> structure, theelevation of the lowest flood,including the basement, shall be certified by a registered j <br /> civil engineei^or licensed land surveyor. Such certification shall be provided to the Floodplain <br /> Administratorx (Development Title Section 9-1601.11[a][b]) <br /> n. All new and replacement water supply and sanitary sewage systems shall be designed to minimize <br /> i <br /> or eliminate infiltration of flood waters into the system and discharge from systems;into flood waters. <br /> (Development Title Section 9-1605.13[a]) <br /> o.
