(4) The apOcant has developed and will implement a public service access plan providing or arranging;for transportation, as necessary, for group care residents or children. The plan shall specifically describe the means by which residents will gain access to bus and other public transportation routes, shopping locations, medical, dental, or other health care facilities, and governrri�nt offices. (5) The applicant will provide adequate exterior maintenance to the facility and surrounding yard and setback areas. This shall include a plan demonstrating provisions for regular yard and landsca'e irrigation and maintenance and other items of routine maintenance. 2. DEPARTMENT OF PUBLIC WORKS(Staff Contact: Alex Chetley) a. An encroachment permit shall be required for all work within the road right-of-way...Driveway encroachment permits are for flatwork only. All vertical features, including but not'limited to fences, walls, private light standards, rocks, landscaping, and cobbles, are not allowed in the right-of-way. The driveway,approach shall be improved in accordance with the requirements of'San Joaquin County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) c. The frontage.;improvements for Larch Road shall be constructed in conformance with the standards for one-half of a 60-foot-wide right-of-way Rural Collector Road. (Development Title Section 9- 1150.2) d. The site shal[` e designed to contain the storm water runoff on the site and to prevent off-site sediment transport. Drainage facilities shall be provided and meet the requirements of San Joaquin County Development Standards to prevent the increased runoff release rate of storm water from discharging onto other properties. Drainage into ditches in the County right-of-way and/or drywell holes are not ermitted. Retention basins shall be fenced with a six-foot-high chain,link fence or equal when t.hp maximum design depth is 18 inches or more. Required retention basin capacity shall be calcq�ated by a registered civil engineer, licensed contractor, or licensed architect prior to the release of building permits. (Development Title Section 9-1135) e. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the time of puilding permit application. The fee will be based on the current schedule at the time of payment. TOO fee shall be automatically adjusted July 1 of each year by the Engiri�ering Constructior<,tost Index as published by the Engineering News Record. (Resolution R-100-433) f. The Regional..Transportation Impact Fee shall be required for this development. The fee is due and payable at the time of building permit application. The fee will be based on the current fee schedule at the time of-payment. (Resolution R-06-38) g. A copy of the`Final Site Plan shall be submitted prior to the release of building permits. The Final Site Plan shall.show the size and location of storm water runoff drainage facilities. Drainage into ditches in the,County right-of-way and/or drywell holes are not permitted. h. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has met the requirements of the Waste Plan Format for Development Projects.
