(4) The apOcant has developed and will implement a public service access plan providing or <br /> arranging;for transportation, as necessary, for group care residents or children. The plan shall <br /> specifically describe the means by which residents will gain access to bus and other public <br /> transportation routes, shopping locations, medical, dental, or other health care facilities, and <br /> governrri�nt offices. <br /> (5) The applicant will provide adequate exterior maintenance to the facility and surrounding yard <br /> and setback areas. This shall include a plan demonstrating provisions for regular yard and <br /> landsca'e irrigation and maintenance and other items of routine maintenance. <br /> 2. DEPARTMENT OF PUBLIC WORKS(Staff Contact: Alex Chetley) <br /> a. An encroachment permit shall be required for all work within the road right-of-way...Driveway <br /> encroachment permits are for flatwork only. All vertical features, including but not'limited to fences, <br /> walls, private light standards, rocks, landscaping, and cobbles, are not allowed in the right-of-way. <br /> (Developmer)t Title Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway,approach shall be improved in accordance with the requirements of'San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> c. The frontage.;improvements for Larch Road shall be constructed in conformance with the standards <br /> for one-half of a 60-foot-wide right-of-way Rural Collector Road. (Development Title Section 9- <br /> 1150.2) <br /> d. The site shal[` e designed to contain the storm water runoff on the site and to prevent off-site <br /> sediment transport. Drainage facilities shall be provided and meet the requirements of San Joaquin <br /> County Development Standards to prevent the increased runoff release rate of storm water from <br /> discharging onto other properties. Drainage into ditches in the County right-of-way and/or drywell <br /> holes are not ermitted. Retention basins shall be fenced with a six-foot-high chain,link fence or <br /> equal when t.hp maximum design depth is 18 inches or more. Required retention basin capacity <br /> shall be calcq�ated by a registered civil engineer, licensed contractor, or licensed architect prior to the <br /> release of building permits. (Development Title Section 9-1135) <br /> e. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of puilding permit application. The fee will be based on the current schedule at the time of <br /> payment. TOO fee shall be automatically adjusted July 1 of each year by the Engiri�ering <br /> Constructior<,tost Index as published by the Engineering News Record. (Resolution R-100-433) <br /> f. The Regional..Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee will be based on the current fee schedule <br /> at the time of-payment. (Resolution R-06-38) <br /> g. A copy of the`Final Site Plan shall be submitted prior to the release of building permits. The Final <br /> Site Plan shall.show the size and location of storm water runoff drainage facilities. Drainage into <br /> ditches in the,County right-of-way and/or drywell holes are not permitted. <br /> h. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects.
