i
6.0 SITE DOCUMENTS
6.1 Previous Phase I ESA
Live Oak reviewed the previous Phase I ESA provided by Mr. McManis. The report was
prepared by Krazan & Associates, Inc. of Clovis, California, and was dated July 29,
2009. The report did not identify any Recognized Environmental Conditions (RECs) for J
the Site. It did, however, note one potential REC, a chemical mixing area to the south
of the irrigation water well on the Site.
just to the j
The Phase I ESA indicated that agricultural chemicals are mixed in the area J
south of the irrigation well. It is unknown but reasonable to suspect that this mixing
location was also used in the past. The Phase I ESA identified an above-ground diesel
storage tank in secondary containment near the paved driveway, rather than in the
current tank location; two 55-gallon drums of waste oil were also observed. It noted that
agricultural equipment and minor quantities of chemicals are stored in the steel storage
container near the residence.
6.2 Environmental Health Department Records
.Live Oak requested copies of the EHD well and septic permit files for the Site addresses C3
of 15633 and 16121 East Liberty Road. The following six permits were identified.
• March 1979 permit for reconditioning of irrigation well (existing well).
• July 1976 permit for pump repair to well (former irrigation well).
• July 1976 permit for pump replacement at domestic well.
• February 1994 permit for installation of new septic system to mobile home.
• June 2009 permit for addition of two seepage pits to existing residential septic
system (mobile home).
• September 2009 permit for addition of two seepage pits to existing residential
septic system (mobile home).
Copies of these permits are included in Appendix 4.
1
The EHD was contacted regarding the Site addresses of 15633 and 16121 East Liberty
Road. According to EHD staff, no records related to environmental issues are on file for (7'_
the Site addresses (Personal Communication, December 7, 2010).
LOG El 033 Page 5
