STATE OF CALIFORNIA-- BUSINESS,TRANSPORTATION AND HOUSING AGENCY PETE WILSON, Governor
DEPARTMENT OF TRANSPORTATION
P.O. BOX 2048(1976 E.CHARTER WAY)
STOCKTON, CA 95201
(209) 948-3803
September 3, 1993
10-SJ-99 East Of 38.3
Joe Hardesty
VR 93-2
Mr. Chandler Martin
Community Development
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
Re: Caltrans Review of a Variance Application (VR-93.2) to
Permit Removal of 297,600 Cubic Yards of Soll
Dear Mt Martin:
Caltrans has reviewed Variance Application VR-93.2. This project will generale approximately 20,000 (or
more) truck trips to the site and 20,000 (or more) truck trips from the site. There is no suggestion in this application
as to when these trips might occur, over what time period, at what frequency per day, or which highways would be
used most frequently. Consequently, we have insufficient information to determine the extent of this project's
impacts on the State highway system. We can only assume that the intersection of Liberty Road and Stale Route
99 (SR 99) would experience significant impacts. A traffic study is needed to determine the extent and severity of
these Impacts, and to determine what would be required to mitigate the effects of this project.
Thank you for the opportunity to review this project proposal. We look forward to further communications with
you and your office to resolve the many unanswered questions involving this project_ If you have any questions,
please contact Bill Costa of my staff at (209}948-7115.
Sincerely,
MITCHELL W. BAKER II
Chief, Transportation
Planning Branch 9
