Summary The proposed project does not appear to be consistent with several of the General Plan Policies and Implementation Measures as discussed above. Agricultural Mitigation This project will be subject to the Agricultural Mitigation Ordinance if both a full application for a Zone Reclassification and a General Plan Amendment application is submitted and approved. The ordinance requires agricultural mitigation for a General Plan Amendment that changes the designation of any land from an agricultural to a non- agricultural use (Section 9-1080.3(a)(1)). Agricultural mitigation shall be satisfied by granting a farmland conservation easement or other farmland conservation mechanism as set forth in Development Title Section 9-1080.3(d). The number of acres of agricultural mitigation land shall be at least equal to the number of acres that will be changed to a non-agricultural use (a 1:1 ratio). Pursuant to Section 9-1080.3(f), submission of the required legal instrument to provide agricultural mitigation land shall occur at the time of Grading Permit or Building Permit issuance for the underlying development project. Next Steps When the applicant has addressed the issues discussed above and is ready to submit the full application it will be necessary to do the following: • Submit a General Plan application. • Submit seven copies of the map to be amended. • Submit seven copies of the application. • Submit a Soil Suitability Study prepared to the specifications of the Environmental Health Division if applicable. • Submit a Zone Reclassification application to include: • Fourteen (14) copies of the completed application. • Fourteen (14) copies of the assessor page(s) with the area to be rezoned outline. Label the map with both the "existing" and "proposed" zoning of the plan. • One copy of the recorded deed. • Submit a Soil Suitability Study prepared to the specifications of the Environmental Health Division if applicable. 3
