the rural c6,,munity of Collierville (General Plan Kc4 Plan Strategy No. 1 <br /> Growth Accommodation, Volume 1, pg.111-2). <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • The zone reclassification would not be reasonable and beneficial at this time as <br /> it would expand an existing rural community, which is discouraged in the <br /> General Plan. <br /> Summary <br /> The proposed project does not appear to be consistent with several of the General Plan <br /> Policies and Implementation Measures as discussed above. <br /> Agricultural Mitigation <br /> This project will be subject to the Agricultural Mitigation Ordinance if both a full <br /> application for a Zone Reclassification and a General Plan Amendment application is <br /> submitted and approved. The ordinance requires agricultural mitigation for a General <br /> Plan Amendment that changes the designation of any land from an agricultural to a non- <br /> agricultural use (Section 9-1080.3(a)(1)). Agricultural mitigation shall be satisfied by <br /> granting a farmland conservation easement or other farmland conservation mechanism <br /> as set forth in Development Title Section 9-1080.3(d). The number of acres of <br /> agricultural mitigation land shall be at least equal to the number of acres that will be <br /> changed to a non-agricultural use (a 1:1 ratio). Pursuant to Section 9-1080.3(f), <br /> submission of the required legal instrument to provide agricultural mitigation land shall <br /> occur at the time of Grading Permit or Building Permit issuance for the underlying <br /> development project. Attached is a copy of the Agricultural Mitigation Ordinance. If you <br /> have any questions regarding the Agricultural Mitigation Ordinance, please call Kevin <br /> Swanson at (209) 468-9653. <br /> Next Steps <br /> When the applicant has addressed the issues discussed above and is ready to submit <br /> the full application it will be necessary to do the following: <br /> • Submit a General Plan application. <br /> • Submit seven copies of the map to be amended. <br /> • Submit seven copies of the application. <br /> • Submit a Soil Suitability Study prepared to the specifications of the <br /> Environmental Health Division if applicable. <br /> • Submit a Zone Reclassification application to include: <br /> • Fourteen (14) copies of the completed application. <br /> • Fourteen (14) copies of the assessor page(s) with the area to be <br /> rezoned outline. Label the map with both the "existing" and <br /> "proposed" zoning of the plan. <br /> • One copy of the recorded deed. <br /> • Submit a Soil Suitability Study prepared to the specifications of the <br /> Environmental Health Division if applicable. <br /> 3 <br />
