General Plan Policies: <br /> Residential Development <br /> General Plan Volume 1, Policy 1. a. (pg. IV-18) states the following in regards to areas <br /> designated as Rural Residential: <br /> (1) Density: 1 to 5 dwelling units per 5 gross acres. Population density of 3 to 15 <br /> persons per 5 gross acres. <br /> • If approved, any development on this 108-acre area would have to meet the <br /> density requirement of one to five dwelling units per 5 gross acres. <br /> (2) Typical Housing Type: Detached, single family dwelling units. <br /> • If approved, residential development would be subject to this requirement. <br /> (3) Locational criteria: Appropriate in rural communities and only for areas of existing <br /> rural residential densities in urban communities. <br /> • General Plan Volume II Table VII.D-3: Collierville Proposed Land Use Plan <br /> states that there are 945 acres of Rural Residential designated land, of which <br /> 479 acres are already developed and 466 remaining acres of vacant land. The <br /> zone reclassification would expand the eastern boundary of the rural community <br /> of Collierville and increase the total number of acres designated for residential <br /> development from 945 acres to 1,053 acres. General Plan Community <br /> Organization and Development Pattern I. Growth Accommodation states "it is <br /> the intent of the county to maintain these [rural communities] areas as they are <br /> and not to encourage their expansion or the formation of new rural <br /> communities." The proposed amendment area is not in an existing rural <br /> community and, if approved, would be expanding the rural community of <br /> Collierville, which would be inconsistent with the General Plan. General Plan <br /> Key Plan Strategy No. 1 Growth Accommodation (Volume 1, pg.111-2) states that <br /> "rural communities shall grow primarily through infill and should not be <br /> expanded." The General Plan Map for Collierville indicates that there is existing, <br /> vacant residential land within the rural community of Collierville that could <br /> potentially be developed. <br /> Zone Reclassifications: <br /> Bases for Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission <br /> and Board of Supervisors shall determine that the following Bases for Zone Reclassification <br /> can be made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable Master <br /> Plan, and any applicable Specific Plan. <br /> • The proposed Zone Reclassification is inconsistent with the General Plan <br /> because "infill' development should occur on the vacant lots prior to expanding <br /> 2 <br />
