The area is <br /> occupied by single family residences . <br /> 2 . The neighborhood is inappropriate for commercial child <br /> care. <br /> The road is a high traffic road, and the traffic would <br /> threaten the safety of the children. <br /> The children would be at risk from the traffic . The present <br /> traffic load would be a threat to the children, and the traffic <br />
