STANDARD PUBLIC ENVIRONMENTAL RECORD SOURCES <br /> County, State and Federal environmental records were reviewed for sites which may have <br /> impacted the subject property. The databases accessed did not indicate a problem or potential <br /> problem with the subject site. Environmental impact from facilities in a one mile radius to the <br /> subject site have been well-documented and consist primarily of the Tracy Army Defense Depot. <br /> This is an EPA Superfund Site and is in the process of being remediated. The Depot is <br /> downgradient from the subject property. Regarding groundwater under the property, it is <br /> conceivable that there may be groundwater impact, particularly from nitrate. <br /> Mr. Costa has owned the property since 1989. The prior owner was Mr. Haynes McLellan who <br /> owned the property since 1960 (approximately). Since the operation and ownership of the <br /> subject property is well documented for forty years, previous ownerships to Mr. McLellan's were <br /> not investigated. <br /> There are two primary sources of information which document and define past land use, although <br /> they can be difficult to interpret. The first is the use of aerial photographs. Aerial photographs <br /> of.the subject area in the 1970's from USDA Soil Maps indicate no buildings or development of <br /> any type on the subject property. The house, barn and other outbuildings located southwest of <br /> the subject site, south of Linne Road, is recognized on this map. The second source of <br /> information can be found on USGS maps. The 1968 map for this area also indicates no buildings <br /> or other type of development. <br /> INFORMATION FROM SITE RECONNAISSANCE AND INTERVIEWS <br /> The following information was obtained visually and/or through an interview with Mr. Manuel <br /> Costa: The subject property contains no underground or above ground storage tanks <br /> (USTs/ASTs) and there were no tanks during the time Mr. McLellan owned the property. As <br /> referenced, there is an on-site conventional septic system with a septic tank and leachfield area, <br /> which is denoted on the Tentative Map. No containers were noted on-site. All agrichemical <br /> mixing is done off-site and almost all applications are done aerially by a flying service. <br /> According to Mr. Costa, agrichemical applications are done professionally, correctly and <br /> accurately to the intended target with minimal drift. <br /> The subject property was surveyed for evidence which is indicative of surface and/or subsurface <br /> contamination: There is a transformer on the south side of Linne Road from the Costa residence; <br /> however, it appeared to be relatively new and probably docs not contain polychloride biphenyls <br /> (PCBs) laden oil. If a nearby transformer that contains PCBs were to leak or explode, it would <br /> be the responsibility of the transformer owner to mitigate environmental contamination.
