Item No. 5 <br /> PC: 1-7-93 <br /> MS-92-175 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> Minor Subdivision applications are usually processed as staff review items with notification to surrounding <br /> property owners. However, this project is being referred to the Planning Commission due to the impact <br /> this project will have on future development in the area <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning <br /> This area is part of the Tracy Urban Community. The General Plan designation is R/R (Rural <br /> Residential), and the zone is R-R. The R-R zone provides for lots one to five acres in size. <br /> Pursuant to the General Plan, the following shall be minimum requirements for the approval of <br /> tentative maps in Urban Communities: <br /> Water Supply Public water system (Water Policy No. 2, page IV-92). <br /> Stormwater Drainage Public drainage system, with terminal drainage unless a <br /> Master Drainage Plan permits retention ponds <br /> (Stormwater Drainage Policy No. 1, page IV-99). <br /> Wastewater Treatment Septic systems may be permitted in Rural Residential <br /> areas (Wastewater Treatment Policy No. 2, page IV-93). <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Access/Circulation: <br /> Proposed access is by Linne Road via a 50-foot-wide right-of-way. The right-of-way is 1160 feet <br /> long and is terminated with a cul-de-sac. Parcel 1 is developed and would continue to have <br /> access by frontage on linne Road. Section 9-1150.13 requires roads ending in cul-de-sacs to <br /> be limited to 660 feet in length unless existing physical conditions make such limitations of length <br /> impractical. As there are no such physical limitations for this project,the proposed 1,526-foot cul- <br /> de-sac is not appropriate. <br /> This site bisects a triangular largely undeveloped rural residential area that is bounded by the <br /> Western Pacific Railroad on the northwest, Linne Road on the south, and Chrisman Road on the <br /> east. As proposed, this project would preclude an adequate circulation plan for this area <br /> Therefore, it is recommended that the applicant prepare a master circulation plan for this area. <br /> The plan should show secondary access for all roads exceeding 660 feet in length that end in a <br /> cul-de-sac. Prior to approval of this project, it is recommended that the applicant prepare a <br /> revised tentative map to reflect the master circulation plan. <br />
