s s Item No. 5 PC: 1-7-93 MS-92-175 Page 4 FACILITIES/SERVICES: Water Supply: The applicant is proposing water supply by private wells. The Development Title provides for exceptions to the General Plan policy that requires public water for subdivisions in Urban areas. Section 9-1120.3 of the Development Title states: 'Within Urban Communities, subdivisions and development projects on existing vacant parcels shall be served by a public water system provided by an existing public agency or, where there is no public agency providing water service within the Community, by a public agency. Exceptions for parcels over two (2) acres in size may be granted. No reduction in size shall be allowed for parcels served by public drainage or sewer systems.' It is recommended that the exception for parcels over two acres in size should not be granted for this project for the following reasons: • This site is located adjacent to County Service Area (CSA) 44, which is providing water to the north and could provide public water to this site. • The proliferation of septic systems could impact the private wells. Public wells are deeper and better lined than private wells, and therefore, less susceptible to pollution from nitrates. • Two acre parcels do not provide for the best use of land in an Urban Community. It is recommended that water supply be provided by CSA 44. Section 9-1100.3(g) of the Development Title requires that a Special Purpose Plan be prepared for development projects that require public water. It is recommended that a Special Purpose Plan for water supply be required. Stormwater Drainage: The applicant is proposing natural drainage. Section 9-1135.3 of the Development Title provides . that, in an Urban Community, development projects shall be served by an existing public agency providing drainage services. Section 9-1135.3 states, 'Subdivision drainage facilities shall discharge into a terminal drain, except that an agency retention basin may be an acceptable alternative where permitted by a Special Purpose Plan.' It is recommended that a Special Purpose Plan for drainage be required.
