The Development Title provides for <br /> exceptions to the General Plan policy that requires public water for subdivisions in Urban areas. <br /> Section 9-1120.3 of the Development Title states: <br /> 'Within Urban Communities, subdivisions and development projects on existing vacant parcels <br /> shall be served by a public water system provided by an existing public agency or, where there <br /> is no public agency providing water service within the Community, by a public agency. <br /> Exceptions for parcels over two (2) acres in size may be granted. No reduction in size shall be <br /> allowed for parcels served by public drainage or sewer systems.' <br /> It is recommended that the exception for parcels over two acres in size should not be granted for <br /> this project for the following reasons: <br /> • This site is located adjacent to County Service Area (CSA) 44, which is providing water <br /> to the north and could provide public water to this site. <br /> • The proliferation of septic systems could impact the private wells. Public wells are deeper <br /> and better lined than private wells, and therefore, less susceptible to pollution from <br /> nitrates. <br /> • Two acre parcels do not provide for the best use of land in an Urban Community. <br /> It is recommended that water supply be provided by CSA 44. Section 9-1100.3(g) of the <br /> Development Title requires that a Special Purpose Plan be prepared for development projects that <br /> require public water. It is recommended that a Special Purpose Plan for water supply be <br /> required. <br /> Stormwater Drainage: <br /> The applicant is proposing natural drainage. Section 9-1135.3 of the Development Title provides . <br /> that, in an Urban Community, development projects shall be served by an existing public agency <br /> providing drainage services. Section 9-1135.3 states, 'Subdivision drainage facilities shall <br /> discharge into a terminal drain, except that an agency retention basin may be an acceptable <br /> alternative where permitted by a Special Purpose Plan.' It is recommended that a Special <br /> Purpose Plan for drainage be required. <br />
