§3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION <br /> § 3.1 Discussion of the methods used to research and investigate the potential or known above- <br /> ground and below ground sources of contamination at the site include the following: <br /> The first informational gathering source was direct observation of the entire property, <br /> along with the Environmental Questionnaire found in Appendix B. The Questionnaire <br /> documents environmental information obtained directly from Mr. Sanjay Birla, as the <br /> owner of the property. He is the most knowledgeable of the activities that have taken <br /> place on and around the subject property for the time period he has owned the property. <br /> However, he declined to answer the length of time he has owned the subject property. <br /> The second informational source is the Geotracker Site List from the State Water <br /> Resources Control Board for underground(USTs), leaking underground fuel tanks <br /> (LUFTs) and other contaminated sites. The Site List reveals no contaminated sites within <br /> 1,000 ft of the property. Within 1 mile,there are three Closed Sites, a Cleanup Program <br /> Site upgradient to the property, a permitted UST, and a land disposal site, also upgradient <br /> to the property. <br /> Groundwater gradient flow has been very accurately determined to be in a northeast <br /> direction based upon studies conducted for the Tracy Defense Depot. The upgradient <br /> referenced sites may be considered far from the subject property and unlikely to impact it. <br /> However, this does not preclude contaminated groundwater from flowing under the <br /> subject property from an unknown source. The groundwater depth will be discussed in the <br /> Soil Suitability Study. The property is not�t to the 100-year flood as determined by <br /> Schack& Company. <br /> The third informational source is the USDA Soil Map found in Appendix D illustrating the <br /> soil type under the property. The property soil is a Stomar clay loam(#252). Because of <br /> the soil clay content, this soil type has highly beneficial properties for the mitigation of <br /> agrichemical impact through biological decomposition processes. . - <br /> §3.2 Description of all past on-site potential and/or known abovew ground sources of <br /> contamination identified on the property include: 1.) =never be an above <br /> ground or underground fuel storage tanks(AST/UST) r. Birla has owned <br /> the property, nor was there ever an AST/UST to his knowledge on the property. Fuel <br /> tanks that may have been on the property prior to the present ownership are unknown and <br /> were not documented. 2.)No observation was made of soil depression areas over the <br /> surface of the property, which may be indicative of buried material. However, there is a <br /> general depression of proposed Parcel 1 that may require the importation of soil to build <br /> up the western half of the property. 3.) Nitrate from agricultural crop fertilization are of <br /> an unknown concern at this time. <br /> Page -4- <br />
