The entire subject Parcel is currently fallow. Irrigation water probably was supplied by the Banta <br /> Carbona Irrigation District for flood irrigation prior to the 1980s. There is what appears to be a <br /> small irrigation standpipe near the southwest corner of the property. There are no domestic and/or <br /> irrigation wells on the property. The proposed land use is applicable for the zoning of Rural <br /> Residential (R/R). <br /> § 1.2 As referenced, a description of proposed development is to create two Parcels from an <br /> existing 4.52 acre Parcel, through a Minor Subdivision. There is no proposal to construct <br /> any improvements to the subject property(e.g., aboveground structures, subsurface <br /> structures, water wells, etc.) at this immediate point in time. This may change in the future. <br /> The Tentative Map has been completed by the engineering firm of Schack& Company. The <br /> subject property is near a predominately agricultural region southeast of the City of Tracy. <br /> Surrounding residential structures are relatively new(constructed within the last 20 years). <br /> The nearest industry is the Triple E Produce Company directly southwest of the property and <br /> the Tracy Defense Depot, located approximately 1.5 miles northwest of the property. Both of <br /> these properties had contamination issues in the past. <br /> Environmental conditions and operations that presently occur, or may take place on the <br /> property in the future, must be in compliance with applicable Codes and Regulations of the <br /> County, State and Federal governments. <br /> § 1.3/The Parcel Viewer location map denoting the location of the subject property is found in <br /> Appendix A. <br /> § 1.4 A Google aerial view map also shows the location of the property and the fact there are no on-site <br /> structures. There are no electrical transformers located on the subject property; however,there is a <br /> transformer adjacent to Linne Road. There is an electrical easement at the north end of the <br /> property with no transformers. <br /> A large concrete block that shows extreme Spalding exists on the property as evidenced in the <br /> photo found in Appendix E. The purpose of this block is unknown and Mr. Birla purchased the <br /> property with this existing concrete block. There are no ponds or other water containment <br /> structures on the property. Attached photos show the actual property and surrounding properties. <br /> Stormwater management for any future development of the property can most likely be managed <br /> on-site. <br /> § 2.0 PAST, PRESENT AND PROPOSED FUTURE USES OF THE SITE <br /> § 2.1 ,Past uses of the property have been exclusively as agricultural production land: dryland farming, <br /> and then row crops with the advent of irrigation water. Anticipated future use of the property will <br /> be as rural residential, with one residential structure built on each new parcel. Past agricultural <br /> activities around the property may have contributed nitrate to the underlying water aquifers. Since <br /> there is no on-site domestic well, underlying nitrate concentrations cannot be determined for the <br /> upcoming Soil Suitability Study. Present and future agricultural activities on nearby properties <br /> and in surrounding areas may contribute potential environmental concerns; however,this may be <br /> said of any agricultural operations. The property has not been under conventional cultivation; <br /> therefore, no pesticides, herbicides, and/or fertilizers have been applied. <br /> Page -3- <br />
