§ 5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> § 5.1 Evaluation of each point-source potential contamination described (surrounding impacted <br /> hazardous material sites) and non-point sources (i.e., on-site and surrounding agrichemical <br /> applications, and nitrate in the underlying groundwater)pose a low-to-insignificant risk to the <br /> subject property and to human health. Septic system density in this locale can be considered <br /> sparse. Consequently,the degree of nitrate impact from this source can be considered small. <br /> Greater nitrate impact would originate from surrounding agricultural production. <br /> Itis unlikely for any of the referenced GeoTracker point-source sites affecting groundwater <br /> under the subject property. Additionally, there are no observable aboveground storage tanks, <br /> nor underground tank appurtenances immediately surrounding the property. Therefore, it may <br /> be considered highly unlikely that any tanks in this locale may affect the property because of <br /> the distances involved. The one referenced permitted tank to the east of the property can be <br /> considered cross-gradient to the property with respect to groundwater flow. <br /> Although noise pollution is generally not covered in the SSCR, since there are adjacent train <br /> tracks directly to the north of the property, noise pollution may be a concern V <br /> Any importation of dirt to increase the elevation of a building pad must be carefully examined <br /> before importation to ensure that it is clean. <br /> Before any wells are drilled on the subject property, Ms. Adrienne Elsaesser, REHS of the <br /> EHD must be consulted regarding well drilling design in thislocales <br /> The ASTM E-1527-00 Document referenced on Page 2 refers to de minimus environmental <br /> conditions. De minimus conditions generally do not present a material risk to public health or <br /> to the environment and generally would not include an enforcement action if observed by the <br /> appropriate governmental agencies. De minimus conditions were not observed. Additionally, <br /> no spillage or dumping of hazardous and/or nonhazardous materials were observed. <br /> Section 9-905.12 of San Joaquin County Development Title states"Corrective Action: If the <br /> report indicates there are surface and subsurface contamination, corrective action shall be <br /> recommended in the report and concurred with by Environmental Health prior to the issuance <br /> of the building permit." Therefore, it is my professional opinion, from a remedial standpoint, <br /> that no corrective action is required on the subject property. <br /> The subject property is surrounded by properties to the south that engage in production <br /> agriculture. Consequences of this surrounding land use include: noise, dust, odors, insects, <br /> machinery, spray equipment, crop-dusting aircraft, trucks, exhaust and other environmental <br /> effects that may be offensive to some people. <br /> § 5.2 The Appendices, found in Section 7 incorporate all of the applicable information <br /> referenced in this Report.
