Analysis <br /> Background <br /> In 1983, a Business License (BL-83-122) was approved for a farm home occupation business to operate <br /> an agricultural-related machine shop. In April 1987, a Home Occupation Permit (HO-87-34) was <br /> approved for a machine and welding shop. At that time, the parcel was zoned GA-10 (General <br /> Agriculture). In November 1987, the General Plan designation of this parcel was changed to R/R (Rural <br /> Residential), and the zoning was changed to RR-65. <br /> With the adoption of the 2010 General Plan in 1992, the General Plan designation remained R/R, and the <br /> zoning was changed to R-R (Rural Residential). The owner of the property was cited by Code <br /> Enforcement in 1997 for adding on to the welding shop without the required permits. The Home <br /> Occupation Business License for the machine and welding shop expired in April 1999. <br /> In July 1998, a pre-application for a General Plan Map Amendment was submitted to change the General <br /> Plan designation of the parcel from R/R to I/G (General Industrial); however, it was determined that this <br /> proposal would be inconsistent with the General Plan Infrastructure Services Policy relative to the <br /> provisions of public services. Subsequently, full applications were submitted in May 2000 for a General <br /> Plan Map Amendment to change the General Plan designation from R/R to I/L (Limited Industrial) and a <br /> Zone Reclassification to change the zoning from R-R to I-W (Warehouse Zone). In December 2000, the <br /> Board of Supervisors approved the General Plan Map Amendment and Zone Reclassification <br /> applications. A new land use permit was required to bring the machine and welding shop into conformity, <br /> but it was never completed. <br /> Screening <br /> Development Title Section 9-1022.4(e) states that if an industrial project abuts a residential zone, an area <br /> shown on the General Plan for residential use, or an existing residential use, a solid masonry wall <br /> between six (6) feet minimum and eight (8) feet maximum in height shall be erected along the abutting <br /> property line. All storage materials and related activities, including storage areas for trash, shall be <br /> screened so as not to be visible from adjacent properties and public rights-of-way. Said screening shall <br /> be six (6) to eight (8) feet in height. Items stored within one hundred (100) feet of a dedicated street or <br /> residential zone shall not be stacked higher than two (2) feet above the adjacent screen. <br /> A solid masonry wall will be required to be built along the south half of the east property line where new <br /> development on the project site is proposed adjacent to an R-R zone. The applicant has stated that he <br /> will not use the existing open yard space to the north, east, and west of the cabinet showroom and <br /> assembly shop and that all operations will be conducted within the existing buildings on the site. <br /> San Joaquin County PA-0500079/Khinda <br /> Community Development Page 3 <br />
