-2- <br /> this proposal would be inconsistent with the General Plan Infrastructure Services Policy relative to <br /> the provisions of public services. The owner, subsequently, submitted full applications in May of <br /> 2000 for a General Plan Map Amendment to change the General Plan designation from R/R to I/L <br /> (Limited Industrial) and a Zone Reclassification to change the zoning from R-R to I-W <br /> (Warehouse Zone). In December 2000, the Board of Supervisors approved the General Plan <br /> Map Amendment and Zone Reclassification applications. <br /> Services <br /> There are no public sewer, water, or stormwater drainage systems available for this parcel. Since <br /> no new structures are proposed for this project, the applicant proposes to utilize the existing on- <br /> site septic system for sewer service, on-site well for water service, and on-site retention pond for <br /> stormwater drainage. <br /> Parking <br /> Development Title Section 9-1015.5(e) states that all parking spaces, driveways, and <br /> maneuvering areas shall be surfaced and permanently maintained with base material of <br /> appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust <br /> free surface. Bumper guards shall be provided when necessary to protect adjacent structures or <br /> properties. <br /> A minimum of ten (10) parking spaces shall be provided, one of which shall be a van accessible <br /> space. Accessible spaces shall be located as close as possible to the primary entrance. (C.C.R., <br /> Title 24) (2 spaces are required for every 1,000 square feet of building area. 0.5 space is <br /> required for every employee.) (Development Title Section 9-1015.3) <br /> Liahting <br /> Development Title Section 9-1015.5(g) states that if the parking area is to be used at night, <br /> parking lot and security lighting shall be installed. Any lighting shall be designed to confine direct <br /> rays to the premises. No spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to motorists. <br /> Landscaping <br /> A minimum ten (10) foot wide landscaping strip, respecting the ultimate right-of-way width of <br /> Linne Road, shall be installed across the frontage of the project site. (Development Title Section <br /> 9-1020.5) <br /> Screening <br /> Development Title Section 9-1022.4(e) states that if an industrial project abuts a residential zone, <br /> an area shown on the General Plan for residential use, or an existing residential use, a solid <br /> masonry wall between six (6) feet minimum and eight (8) feet maximum in height shall be erected <br /> along the abutting property line. All storage materials and related activities, including storage <br /> areas for trash, shall be screened so as not to be visible from adjacent properties and public <br /> rights-of-way. Said screening shall be six (6) to eight (8) feet in height. Items stored within one <br /> hundred (100) feet of a dedicated street or residential zone shall not be stacked higher than two <br /> (2)feet above the adjacent screen. <br />
