Analysis <br /> Background <br /> Cortopassi Partners is proposing .to construct an °olive processing plant. The plant would operate <br /> approximately 40 days per year during.the olive harvesting season. The plant will produce olive oil:and will <br /> not can any.olives at this facility. 'No chemicals are used during the processing of the olives. The amount of <br /> olives that..will be crushed during the harvesting season will average 100 tons per day, which .will produce <br /> approximately 4,000,9allons of olive oil pe.r;day. <br /> Lot Line Adjustment <br /> Lot Line Adjustment PA-0500482 affects the parcels contained in the Use Permit application. The Notice of <br /> Lot Line Adjustment must be recorded prior to the applicant being issued a building permit for the olive mill. <br /> The Lot Line Adjustment has been required so that the olive processing plant is located entirely on one <br /> parcel. <br /> Air Quality <br /> A letter regarding the project was received from the San Joaquin Valley Air Pollution Control District. The <br /> letter stated that the project may significantly.impact the ambient air quality if not significantly mitigated. The <br /> Community Development Department contacted SJVAPCD regarding this comment and was informed that <br /> the applicant need only contact the District to discuss this matter. <br /> Nei hborhood Opposition <br /> One letter was received regarding the proposed project. The issue raised concerned waste removal from <br /> the plant. The applicant has stated that all waste products created during processing (primarily discarded <br /> olive pulp)will be removed from the site in trucks and used at grape vineyards as mulch. The olives are <br /> sprayed with water before processing to remove dirt and dust. No hazardous chemicals are used at the <br /> site.
