P b. Prior to issuance of.building permit, the Environmental Health Department requires a soil suitability/nitrate-loading study incorporating proposed staff and customer use which indicates that the area is`suitable for-septic tank usage (Develop' ent Title Section 9-1105.2[d]) A review fee of$465.00 must be paid at the time of submittal to the Erivironmental Health Department. Samples are to be taken and analyzed by a State approved laboratory (Development Title Section 9-1115.7). d. Construction of an individual sewage disposal system under permit and inspection by the Environmental Health Department is required at the time of development based on the Soil Suitability find ings'(DevelopmentTitle Sections 9-1110.3 and 9-1110.4). e. Construct a water well under permit and inspection by the Environmental Health Department prior to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number of service connections exceed four, a yearly permit to operate a public water system will be required by the Environmental Health Department(Development Title Sections 9- 1120.2 and 9-1115.9). The supplier must possess adequate financial, managerial, and technical capability to ensure the delivery of pure, wholesome, and potable drinking water in accordance with Development Title Sections 9-1120.2 and 9-1115.9, CCR Title 22, and Health and Safety Code Sections 116525 through 116570. f. Any geotechnical drilling shall be conducted under permit and inspection by the Environmental Health Department(Development Title Sections 9-1115.3 and 9-1115.6). g. Submit an application for a hazardous waste permit to the Environmental Health Department. h. If hazardous material is stored on the site, the applicant must register with the County Office of Emergency Services. i. If hazardous waste is generated, the applicant must obtain an EPA identification number and comply with applicable regulations. j. If floor drains are required, they must be plumber through a sand/oil separator and discharged to an above ground system approved by the Environmental Health Department. A registered engineer must design this system. The material collected in the above-ground holding system must be analyzed for hazardous constituents prior to disposal. Specific test requirements may be obtained from the Environmental Health Department. A$186.00 plan check fee is required at the time of submittal.
