Any future detachment of said properties will be between Lockeford CSD and LAFCO. Cost will be incurred by the CSD. If the Lockeford CSD does not require this condition now, the County will not be able to require the applicant to detach from the Lockeford CSD in the future. It will be up to the Lockeford CSD to work with the applicant. It is also my understanding that if the Board for the Lockeford CSD decides that the properties should be detached, that the Lockeford CSD will apply for the detachment with LAFCO, and may also be incurring the costs for processing fees rather than charging the property owner.
