The document scopes the issues that an RWD needs to <br /> address for the revised Waste Discharge Requirements (WDRs). In general, the document addresses the <br /> issues raised by the Regional Board's 5 April 2001 Notice of Violation(NOV), 13 June 2001 Project <br /> Status Summary, and 11 July 2001 NOV. In addition, the following items must be considered in the <br /> formal RWD: <br /> • The wastewater discharge to the City of Lockeford wastewater treatment system may require the City <br /> to submit an RWD based on Standard Provision 4c which requires submittal of an RWD prior to <br /> addition of a major industrial, municipal, or domestic waste facility. Determination of whether the <br /> discharge is"major"or not will require an evaluation that should be addressed in the Kellogg RWD. <br /> • Please provide additional information on the expansion of the pond area. Will the expansion be <br /> performed soon after adoption of the revised WDRs, or will it be scheduled for sometime in the future <br /> based on business operations? <br /> • The RWD should address improvements to storm drains that drain to the stormwater pond. Based on <br /> the Operation and Maintenance Plan submitted under a 3 July 2001 Lee &Ro, Inc. cover letter, <br /> Kellogg scrapes the hopper loading area daily and manually cleans it weekly.
