The site inspection was performed <br /> at the Kellogg Garden Products facility on 21 February 2001. hi general, the wastewater facility was <br /> clean and well maintained; however, violations of Waste Discharge Requirements (WDRs) were <br /> observed. A site inspection photograph log is enclosed with this letter. <br /> The following observations of the facility were noted during the inspection: <br /> • The facility was in operation mixing and packaging raw materials into soil amendments for <br /> retail sale. Packaged materials are stored outdoors on pallets. <br /> • The storage area where raw materials are composted has been constructed. An asphalt curb <br /> prevents stormwater which falls on the materials (referred to as "contact water") from running <br /> off. The storage area is equipped with drains that collect the contact water which is piped to <br /> the contact water storage pond. <br /> • Packaging of soil amendment products is performed indoors at a packaging line. The <br /> amendment to be packaged is delivered to the packaging line by a conveyor belt. The <br /> conveyor belt is fed material from a hopper located outdoors. The hopper is filled by front end <br /> loaders from stockpiled material in the storage area. <br /> • Delivery of the materials from the storage area to the packaging line hoppers results in spillage <br /> which remains on the (paved) ground surface. Rainfall which falls on the spilled material is <br /> collected by stormwater drains and the water is piped to the stormwater pond. The contact <br /> water that is discharged to the stormwater pond comes from an area of approximately <br /> one-quarter acre <br /> • No objectionable odors were noted in the vicinity of the stormwater pond, contact water pond, <br /> or the storage area. <br /> • The Discharger reported that the infiltration rate of water in the stormwater pond and the <br /> contact water pond is very slow. <br /> California Environmental Protection Agency <br /> p��cycled Paper <br /> The energy challenge facing California is real.
