ATTACHMENT TO USE PERMIT APPLICATION <br /> I. Description of the Proposed Proiect <br /> Kellogg Garden Products has been "Helping People Create Beautiful Landscapes and Gardens"for 75 <br /> years by wholesaling high quality soil amendment products. A family-owned business with temporary <br /> production facilities in Novato and Sacramento and with permanent production facilities in Carson and <br /> Ontario California,Kellogg Garden Products has been steadily expanding its presence in Northern <br /> California markets for the last five years. The expansion into Northern California,along with the August <br /> 1999 acquisition of Cascade Forest Products, one of the Northern California leaders in sales of premium <br /> soil amendment products to independent nurseries,has created a need to consolidate production and <br /> distribution activities in a centralized facility to cost effectively service Northern California. With the <br /> approval and guidance of San Joaquin County and the community of Lockeford,Kellogg Garden Products <br /> intends to create the manufacturing,warehousing and distribution facility,replacing the facilities in Novato <br /> and Sacramento,that will ensure its success in the Northern California market. <br /> Essentially,the Novato operation will be relocated to the Lockeford site. Thus where applicable,copies of <br /> permits associated with that operation have been included for reference. These permits include the air <br /> quality permit from the Bay Area Air Quality Management District(Kellogg Garden Products operates <br /> under portions of permits held by Redwood Landfill,Inc. Those portions of the permit pertaining to <br /> Kellogg Garden Products operations are so noted on the copy contained herein). <br /> H. Customers per Shift (In-and outbound truck and trailer traffic) <br /> Plant capacity will commence at approximately 2 million packages annually. This equates to <br /> roughly 1,800 truck and trailer loads. Assuming that a truck and trailer load of raw materials <br /> must enter the site for each load that leaves, the combined traffic furnishing raw materials for <br /> production and finished goods shipment to wholesale customers would total 3,600 vehicle trips <br /> annually. To be conservative, an additional 400 annual vehicle trips are included in the attached <br /> analysis, "Expected Daily Vehicle Trips." <br />
