b. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to Improvement Plan approval or Occupancy Permit approval (Water Code, <br /> Article 5, Section 13280). <br /> c. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br /> number of service connections exceed four, a yearly permit to operate a public water system will be <br /> required by the Environmental Health Division. (Development Title 22, Sections 9-1120.2 and 9- <br /> 1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> d. If hazardous material is stored on the site, the applicant must register with the County Office of <br /> Emergency Services. <br /> e. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> f. Open, pump, and backfill the septic tank, seepage pit, or excavation under permit and inspection by <br /> the Environmental Health Division. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> NOTE: Properly destroy seepage pits in the storm water retention pond. This must be done under <br /> supervision of the Environmental Health Division. The work plan for seepage pit destruction must <br /> include confirmation sampling. <br /> NOTE: Under current regulations, the proposed composting site will not require a Solid Waste Permit <br /> from this Division. However, the State of California Integrated Waste Management Board is currently <br /> drafting regulations that may require permitting or notification from this Division or the State of California <br /> for this activity. <br /> 4. OFFIICE OF EMERGENCY SERVICES (Staff Contact: Dennis Fields,468-3969) <br /> a. If the business will handle or store hazardous materials such as gasoline, propane, etc., at <br /> threshold reporting quantities(55 gallons liquid, 500 pounds solid, and 200 cubic feet gas), then the <br /> business will be required to complete and submit a Hazardous Materials Management Plan <br /> (HMMP)to this office. The business will have 30 days to complete the HMMP once a hazardous <br /> material arrives on the site. <br /> 5. CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION (Staff <br /> Contact Wendy Arano, 916-255-3137) <br /> a. The applicant shall file a Report of Waste Discharge with the California Regional Water Quality <br /> Control Board befo-e the building permit's Final Certificate of Occupancy is issued. <br /> Conditions of Approval -4 - UP-00-5 <br />
