Recommendations Action It is recommended that the Planning Commission 1. Approve the Negative Declaration;and 2. Approve Use Permit No. UP-00-5 with the Findings and Conditions of Approval contained in the staff report. Findings 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted by the County. This finding can be made because the soil amendment facility may be conditionally permitted in the Limited Industrial zone with an approved Use Permit application. 2. Adequate utilities, roadway improvement, sanitation, water supply, drainage, and other necessary facilities have been provided, and the proposed improvements are property related to the existing and proposed roadway. This finding can be made because all necessary utilities, including water, drainage, sanitation, and roadway improvements, are Conditions of Approval and shall be in place prior to the issuance of a certificate of occupancy for the facility. 3. The site is physically suitable for the type of development and for the intensity of development. This finding can be made because there is sufficient area on the site to meet the requirements of the Conditions of Approval and comply with County standards. 4. Issuance of the permit will not be significantly detrimental to public health, safety, or welfare or be injurious to the property or improvement of adjacent properties. • This finding can be made because an Initial Study prepared for this project found no potentially significant environmental impacts. 5. The use is compatible with adjoining land uses. This finding can be made because with the Conditions of Approval the proposed use will not interfere with or alter the uses on adjacent properties.
