USE PERMIT PRE-APPLICATION NO. UP-00-5 OF KELLOGG <br /> KL GARDEN PRODUCTS (C/O CHRIS LITTLEFIELD). A Use Permit <br /> Pre-application for a manufacturing, warehousing, and distribution <br /> facility for soil amendment products. Located on the south side of <br /> Locke Road, 1900 feet west of State Route 12 and 88, southwest of <br /> Lockeford (APN 051-320-02 and, 051-320-03; Address 12686 E. Locke <br /> Road, Lockeford). <br /> Chandler Martin, Senior Planner; Kathryn Kellogg Johnson, Owner; Chris Littlefield, Facility <br /> Manager of Kellogg Garden Products; Tom Terpstra, Herum Crabtree Law Firm. <br /> Mr. Martin discussed the issue of outside storage with the applicants. Mr. Martin said that <br /> outdoor storage is not permitted in front of main buildings, but that it would be okay on the back <br /> and sides of buildings. Mr. Martin also said that any storage must be screened from the public <br /> right-of-way and any residential uses. <br /> Mr. Martin said that landscaping will be required along the road frontage. Circulation routes for <br /> trucks will need to be paved, and any areas for storing trailers should be aggregate base. Mr. <br /> Martin also said that the IL zone is a Limited Industrial zone and that it allows industrial <br /> activities that take place indoors and allows storage of materials outdoors, however, it does not <br /> allow activities outdoors. Bagging and packaging will need to be done in the buildings. <br /> Mrs. Kellogg asked what activities are allowed on aggregate base and what activities are allowed <br /> on the chip seal. Mr. Martin said the storage of the soil amendments in their bulk form can be <br /> stored on dirt or gravel. The storage of material on pallets would have to be in a paved area. <br /> The parking of any empty trailers that are excess trailers can be parked on aggregate base or <br />
