UP-00-05 <br /> OF WOOD FIBER PRODUCTS, INC. <br /> (C/OTHE KELLOGG GARDEN PRODUCTS) <br /> -------------------------------------------------- <br /> The applicant has submitted the above referenced pre-application for a manufacturing, <br /> warehousing, and distribution facility of soil amendment products as shown on the Plan <br /> submitted March 20, 2000. The project includes the construction of a 46,700 square foot product <br /> storage building with attached offices, a 33,000 square foot product processing and packing <br /> building, and a 19,200 square foot bulk storage building. The project is located on the south side <br /> of Locke Road, 1,900 feet west of State Route 12/88, southwest of Lockeford. <br /> The Community Development Department has reviewed the Use Permit pre-application and <br /> offers the following comment: <br /> • Traffic Study: The California Department of Transportation (Caltrans) is requiring the <br /> preparation of a traffic analysis to determine potential traffic related impacts and possible <br /> mitigation measures, if necessary, to reduce such impacts to less-than-significant levels <br /> (see attached letter dated April 12, 2000). The California Environmental Quality Act <br /> mandates that impacts and mitigation measures be identified prior to approval of the <br /> project. <br /> • Odors: According to the San Joaquin Valley Air Pollution Control District, the project will be <br /> subject to Rule 4102 regarding nuisance odors (see letter dated April 20, 2000). <br /> NOTE: The pre-application conference is designed to inform prospective applicants of General <br /> Plan consistency, zoning consistency, public improvement requirements, preliminary design <br /> constraints and opportunities, and major environmental and safety issues. This information is <br /> provided in the hope of assisting the applicant in submitting a better and more complete <br /> application, as well as minimizing processing time. It is not intended to be an in depth analysis, <br /> and an environmental assessment is not completed. The applicant should be aware that a <br /> detailed review will not be done until the full application is submitted. Also, if new or additional <br /> information is obtained, a revised application or Environmental Impact Report may be required. <br /> KL:vb <br /> Up0005 <br />
