Cooper 7E /a{y iCt L/zi P✓rl; I'`+ i
13203 East Navy 88
Lockeford, CA 95237
CA C11,21-f (
,,e directly across from this business and I am OPPOSED to changes proposed±
me explain why:
;-<AFFIC SAFETY: Adding an open bay to the existing bays will bring larger vehicles (RV,$) that will block the vision of vehicles
wishing to enter the hwy from the stop sign at Locke Rd. east of Hwy 88. At the present time, vehicles wanting to go southbound
on Hwy 88 from the stop sign must Dull out into the center lane, wait until hes to tum onto c on southbound L ke Rd,88 ar the east of enough to 0O 88
Ytem to move into the southbound lane. If a vehicle southbound on Hwy
_his adds further congestion. A identical situation occurs for vehicles waiting at Locke Rd. west of Hwy 88 to go eastbound on
Hwy 88.
Visitors to our house must use our driveway for parking. There is not enough room between the fog-line and the curb to park a
vehicle and enter and exit that vehicle without stepping into the traffic lane. chis requires either backing out onto Hwy 88 from the
driveway, or backing into the driveway from Hwy 88. This places either the front or rear of the vehicle into the traffic lane.
Anything that impacts the traffic at this location impacts me personally.
Pacing a mobile coffee cart, a lunch wagon, and used cars , at this intersection will increase distractions for drivers and create
rrore traffic bottlenecks At the present time there is not a lot of pedestrian traffic but the lunch wagon coffee cart, and used cars
for sale and could change that and create additional hazards. Where would people park their vehicles? Along Hwy 88?Across
Hwy 88? The idea of that frightens me.
LOT/BUSINESS SAFETY: Quite frankly, the size of this lot with the existing structures and machinery, is not large enough to
accomodate the additional services and equipment without risk to personnel or customers. The coffee cart, lunch wagon, and
car lot will increase pedestrian traffic within the confines of the lot.
NOISE: The traffic hazards will create more squealing tires and screeching brakes.
PERMff ISSUES: This business has in the last 60 days added the following equipment to the property without obtaining the
required permits. i.e. Electrical
1. The vaccum at the northeast comer of the lot.
2. The vendor and the air station on the west side between existing wash bay and Hwy 88.
ENCROACHMENT ISSUES. The vendor and air station recently installed between the existing wash bay and Hwy 88 to the west
do not appear to be the required setback (20 ft.)from the Hwy 88 Right-of-Way. The veccum recently installed at the northeast
comer also appear to violate the setback from the Locke Rd. Right-a-Way. Furthermore, CALTRANS has been working on the
possible realignment of Hwy 88 at this location because of a sight-safety problem at the intersection of Hwy 88 and Locke Rd. to
the west of Hwy 88.
Furthermore, this business operates 24 hours a day, 7 days a week. There are no restrictions to it's use permit that I know of
and the washing of vehicles is not a problem. However, my family is subjected to a loud warning beeper that wams the customers
when their time is almost gone. This can be heard, over the noise of the vehicles going by on the highway, within the walls of our
living room and the front bedroom. Also some customers play their radios and stereos
quite loud, and this also can be heard in our living room and front bedroom. I would like to see San Joaquin County restrict the
hours of operation to 6:00 a.m - 10:00 p.m. when the Business License next comes up for renewal.
Thank you for the opportunity to comment.
Larry R- Cooper /7
727-5863 ie,
•.
